Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a contract for troubleshooting the Fault Control Unit (FCU) of the existing Shipboard Mobile Electric Power Plant (SMEPP) P/N 3468AS100-1, on a sole source basis with Aviation Ground Equipment Corporation, Freeport, NY. The Shipboard MEPP is unable to properly provide 115 Volts AC 400 hz power to fleet aircraft due to SMEPP FCU issues. The contractor shall perform troubleshooting efforts in conjunction with the A/M24T-17 Mobile Load Bank (MLB) (P/N: 7000AG1000-1), these efforts shall include the following at a minimum: the investigation of the root cause for FCU fault codes, a recommendation of the best course of remediate action to address root cause of FCU fault codes and identification and recommendation of any necessary design changes if so dictated by remediate action decision. AGEC is the Orginal Equipment Manufacturer (OEM) of the MLB and its operational functions. AGEC has already performed and proven numerous engineering tasks to develop aircraft load simulation Built-in-Test (BIT) software within the MLB which identfies functions during normal aircraft operation. No other supplier or source can provide a MLB with intergrated pre-programed Naval aircraft load simulation software without previous knowledge of the functional operation of the Mobile Load Bank (P/N: 7000AG1000-1). The government does not possess the rights to the sufficient proprietary data for the MLB. As the OEM of the A/M24T-17 MLB (P/N: 7000AG1000-1), AGEC is the only firm with the knowledge of the technical requirements to operate and utilize the MLB as a troubleshooting tool without a disruption in schedule or additional cost to the program. NAWCADLKE intends to award this contract under the authority of 10 USC 2304 (C)(1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
