- The Department of Homeland Security/ Federal Emergency Management Agency/ United States Fire Administration (DHS/FEMA/USFA) intends to negotiate on a sole source basis (IAW FAR 6.302) with the International Association of Fire Fighters (IAFF), 1750 New York Avenue, Washington, DC 20036-5395 as the only responsible source that can provide the services to study what critical technology and safety issues discussed in the 2008 manual Voice Radio Communications Guide for the Fire Service need to be updated, as well as what topics and technology related to fire department communications not discussed in the manual need to be added, and include these changes in a revised manual. IAFF and several of their staff members have a long history of performing successful complex fire service communications studies for both the USFA and the fire service in general. IAFF developed the September 2008 USFA Voice Radio Communications Guide for the Fire Service which this update will be based on. The IAFF and their staff have tremendous experience and credibility among the U.S. fire service for their 96 year history of serving the needs of the career fire service, representing more than 300,000 fire fighters and paramedics that protect 85 percent of the nation's population. The IAFF possesses a unique qualification in it has worked with USFA in a successful and very cost effective fashion in recent studies which cover all aspects of fire service communications. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 611710 with a Small Business Size Standard of $14.0 Million. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same services. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only organization known which can provide technically acceptable services is the International Association of Fire Fighters.
