UNITED STATES ENVIRONMENTAL PROTECTION AGENCY WASHINGTON, D.C. 20460 OFFICE OF ADMINISTRATION AND RESOURCES MANAGEMENT Offshore Marine Debris Search (OMDS) Procurement In accordance with FAR Part 5.203(a) Publicizing and response time and FAR Part 5.204 Presolicitation notices, EPA is required to publicize a notice of proposal contract actions. EPA is hereby officially issuing a presolicitation synopsis outlining the forthcoming needs of the agency as specified below. The U.S. Environmental Protection Agency (EPA) intends to issue a solicitation for environmental consulting services to provide nationally consistent technical support services to Environmental Protection Agency On-Scene Coordinators (OSCs) and other federal officials in implementing Environmental Protection Agency?s (EPA) responsibilities pursuant to the national response system. The contractor shall assist in fulfilling these responsibilities within the region and potentially outside the region through backup regional response, cross regional response, national response, and international response. The contractor shall be prepared to provide scientific/technical support for EPA activities in furtherance of the agency?s primary mission: the protection of human health and the environment. The requirements under this procurement include the gathering and analysis of technical information and related data, and the preparation of draft technical reports and related materials o n offshore marine debris searches specifically in the context of oil and hazardous substance investigation as it potentially relates to marine debris occurrences. EPA?s role in offshore marine debris occurrence sites would be to support the US Coast Guard (USCG) and State and local agencies in protection of human health and the environment in the eventuality of an oil or hazardous substance incident response associated with a marine debris incident on or near shore. Under the National Contingency Plan for Response to Oil and Hazardous Substances (NCP), EPA and the USCG are co-chair Regional Response Teams (RRTs) in Oceania (including HI, American Samoa, Guam and the Commonwealth of Northern Marianas Islands) and the mainland (including CA, NV, and AZ). Work for this procurement may also include the Pacific Northwest (OR, WA, and AK). Through the RRTs, the USCG and EPA work together to address the needs of Federal, State and local entities in responding to large-scale environmental problems specifically involving oil and hazardous substances. The North American Industry Classification System Code (NAICS) is 541620 with a small business size standard of $14.00M. This requirement is a Service Disabled Veteran Owned Small Business set-aside. This procurement is expected to include the award of one (1) fixed rate, Indefinite Delivery/ Indefinite Quantity (IDIQ) award term contract with a base period of one (1) two year base period and one (1) two year option period for a potential total period of performance of four years. Work will be issued by task orders. The total estimated value of the proposed contract, including option period, will be specified in the forthcoming solicitation. The procurement will be awarded in accordance with Federal Acquisition Regulation (FAR) Part 15 procedures. The Request for Proposals (RFP) will be issued and posted with the necessary instructions. This announcement is not an RFP and proposals are not being accepted at this time. The anticipated release date for the RFP is scheduled for 5/5/2014.
