- On a SOLE-SOURCE basis, the U. S. Department of Transportation's (DOT's) Surface Transportation Board (STB) plans to purchase, from a company named American Amplifier, located in Lanham, Maryland, the following replacement-pieces of audio-visual equipment: MX Touch Panel (2265-05) AMX Multi preview Live (5968-10) Extron Two Input Video Scaler (60-726-01) AMX Controller (2105-15) AMX power Supply (423-41) Cisco 10/100Mbps 8-Port PoE Desktop Switch (SF100D-08) BIAMP Systems AudiaFLEX chassis with CobraNet Module (AudiaFLEX CM) BIAMP Systems AudiaFLEX 2-channel Sona acoustic echo cancelling card(AudiaFLEX AEC-2HD) BIAMP Systems AudiaFLEX 2 channel mic/line input card (AudiaFLEX IP-2) BIAMP Systems AudiaFLEX 2-channel POTS telephone interface card (AudiaFLEX T1-2) MP Digital Media Recorder (40320601) BIAMP Systems AudiaFLEX 2-channel mic/line output card (AudiaFLEX P-2e) MP DMR HD Studio Maintenance for 1 year (40320601-RM) Miscellaneous Cable & Hardware for AMX, BIAMP Systems & DMR On-site Installation of AMX, BIAMP Systems & DMR Modify Existing Code to Interface with Existing Systems Quantities of the above-listed replacement-pieces to be purchased by STB are, respectively, as follows: 2, 2, 2, 3, 1, 1, 2, 8, 4, 1, 1, 11, 1, 1, 1, 1 The following paragraph explains why STB believes that American Amplifier is the only vendor-source which can properly fulfill all of STB's needs: STB's existing audio/video equipment is eight (8) years old, and is used by STB to record Hearings, Oral Arguments, and Voting conferences; and that equipment is also used for streaming audio/video of live Hearings, Oral Arguments, and Voting conferences. Such proceedings are open to the public, and recordings of those proceedings are made available to the public when requested. Some components (pieces) of STB's existing audio / video equipment----such as the components which STB plans to purchase in the subject SOLE-SOURCE procurement-----inevitably require replacement due to wear and tear. STB's existing audio/video equipment has already been custom coded by American Amplifier to meet STB's special public-hearing requirements, and so American Amplifier is the only company that is thoroughly familiar with that equipment's existing custom code. For that reason, American Amplifier is the only company that can configure and setup the replacement parts (pieces) with STB's existing audio / video equipment, according to STB's special needs, in order to properly support STB's live public hearings. And American Amplifier must be present during such live public STB hearings, in case any assistance or support or troubleshooting is needed, regarding STB's audio / video equipment. Nevertheless, any company other than American Amplifier, which believes that it can fully and properly fulfill STB's needs in all of the matters described above, may attempt to prove its capability by submitting a Statement of Qualifications to james.mowery@dot.gov and to song.keller@stb.dot.gov not later than 11:59 PM Eastern Daylight Time April 27th, 2014.
