Description
The Department of Health and Human Services (DHHS), Office of the Chief Information Officer (OCIO) intends to negotiate a sole source award with eGlobal Tech: 3865 Wilson Blvd, Suite 500 Arlington, Virginia 22203 This will provide development and operations expertise and support to continue operations of the healthdata.gov website and improve its capabilities as needed, supporting the requirements of the HHS Health Data Initiative Strategy & Execution Plan, administration of the Open Data Policy M-13-13 and the HHS programs. This is not a request for a proposal; a solicitation document will not be issued and proposals will not be requested. The North American Industry Classification System (NAICS) code is 541513 and the business size standard is $25.5 million. The anticipated award date is May 1, 2014 and the Period of Performance will be 12 months with an Option Period of 3 months. HHS is the Federal government’s principal agency for protecting the health of all Americans and providing essential human services, especially for those who are least able to help themselves. HHS administers more than 300 programs covering a wide spectrum of activities via 13 Operating Divisions (OPDIVs) and Staff Divisions (STAFFDIVs). HHS is the largest grant-making agency in the Federal government, providing approximately 60,000 grants per year. Many HHS-funded services are provided at the local level by state, county or tribal agencies, and/or through private sector grantees. OCIO advises the Secretary and the Assistant Secretary for Administration on matters pertaining to the use of information and related technologies to accomplish Departmental goals and program objectives. OCIO operates and maintains some of the Department’s information resources, particularly information systems that are used by or most of the OPDIVs and STAFFDIVs. Since the healthdata.gov website was launched for the purpose of sharing HHS data sets with the public, additional drivers have encouraged increasing the volume of data shared publicly and improving the quality of the metadata used to catalogue the data sets. OMB Memorandum M-13-13, Open Data Policy, establishes new goals for Federal Agencies to make data publicly accessible. A memo disseminated from the Office of Science and Technology Policy on February 22, 2013 required Federal Agencies to plan improved public access to the results of Federally-funded Research. These and other “Open Data” initiatives require enhancements to the capabilities the healthdata.gov application provides. The contractor shall provide development and operations expertise in order to continue operations of the healthdata.gov website and improve its capabilities as needed to support the requirements of the HHS Health Data Initiative Strategy & Execution Plan, administration of the Open Data Policy M-13-13 and the HHS programs. Improved capabilities for healthdata.gov include, but are not limited to, the following: · Hosting data sets, rather than simply referencing them via Uniform Resource Locators. · Enabling members of the public to rate the utility or quality of data sets. · Enabling members of the public to voluntarily indicate how they are using data sets. · Improving categorization and searching of data sets. · Designating datasets as Public, Restricted-Public, or Non-Public in compliance with M-13-13 · Refreshing the user interface of the platform for clarity of catalog entries, improved style and usability, and more efficient navigation. · Advancing the capabilities of the blog to allow for co-authorship, appending media resources, and other commonly utilized blog features. · Creating ways that websites and social media can connect to HealthData.gov including widgets or other connective tools. · Other enhancements, improvements, maintenance to the platform as requested or necessary. To meet these objectives for HHS, the contractor shall support all project activities including but not limited to the following: · Assisting with project planning and progress monitoring · Leading recurring meetings with the development team and business stakeholders · Developing HHS Enterprise Performance Lifecycle project artifacts · Developing HHS Information Security artifacts · Coordinating independent testing · Gathering requirements and developing a minimal number of use cases to support demonstrating the key objectives and business value · Establishing and configuring infrastructure (Unix/Linux and utilities) · Acquiring and configuring various open source servers and tools · Providing expertise in the user interaction design and visual design disciplines · Testing and debugging using common frameworks/tools and establishing robust test scripts at the end of each release · Assisting with technical operations and maintenance. For the purposes of cost estimating in response to this SOO, the contractor should assume a maximum of 6 weeks development activities for each year of performance under the task order. Contractor personnel assigned to this contract are expected to have experience with the technologies employed in the healthdata.gov application, listed below. · Amazon Elastic Compute Cloud (EC2) or other Infrastructure as a Service (IaaS) offerings from Cloud Service Providers. · Javascript, JQuery, Cascading Style Sheets (CSS), HTML and other common web technologies · Apache Solr · Drupal · CKAN · Java · PHP · Python · eXtensible Markup Language (XML) · JavaScript Object Notation (JSON) · Relational Database Management Systems · CentOS, Ubuntu or other Unix/Linux variants · BalsamIQ · Photoshop The contractor shall acquire and manage the computing resources needed for the development and operations of the healthdata.gov system. The contractor shall acquire only the resources needed for sustained operations of the system and for periodic development activities, deallocating resources during periods they are not needed in order to minimize costs. This is not a solicitation for competitive proposals. Responsible sources may submit a capability statement, which shall be considered by the agency.
