- This sources sought notice is issued for information and planning purposes only. This announcement is not a Request for Quotation (RFQ) and does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time. The purpose of this notice is to identify sources with the requisite qualifications that could provide the products/services stated herein. All businesses, large and small businesses (8(a), SDB, WOSB, HUBZone, VOSB and SDVOSB) capable of performing the requirement indicated below are encouraged to respond to this notice. The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing a vibration isolation system for a NIST A1 inertial slab in the Advanced Measurement Laboratory at NIST. The vibration system will be used to isolate an advanced cryogenic scanning tunneling microscope in the CNST NanoLab as a resource accessible to researchers in the CNST and to outside users via collaboration to measure a wide range of physical properties of materials. After results of this market research are obtained and analyzed, and specifications developed, NIST may conduct a competitive procurement and subsequently award a Purchase Order for a Vibration Isolation System. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. This is a sources sought notice for market research purposes. Measuring the properties of new nanostructured materials is a critical part of the CNST mission. A vibration isolation system capable of isolating the A1 slab (and additional equipment) is required to provide sufficient isolation to perform experiments at the picometer stability level for ultra-sensitive experiments that characterize such new materials. To fulfill this requirement, NIST plans to purchase a vibration isolation system that has the capability to provide the required isolation performance for these measurement needs. The vibration isolation system shall meet the following minimum requirements. Minimum Specifications for Vibration Isolation System for NIST A1 Slab Isolators: 1. Four passive pneumatic isolators positioned in the four corners of the NIST A1 slab. 2. Isolators shall fit in the space, 37" tall, and 32" x 32" wide. 3. Isolator natural resonant frequency less than 1 Hz for vertical and horizontal motion with a vertical amplification of less than 5 dB at resonance. 4. Isolators shall achieve 40dB or greater isolation at 10Hz in vertical and horizontal directions. 5. Minimum isolator payload capacity of 40,000 lbs per isolator at 90 psi pressure. 6. Isolator shall be a thin walled rolling diaphragm type. 7. Isolator shall have adjustable variable damping. 8. Isolator shall have an outer housing with a 3 point pendulum support for horizontal isolation. 9. Isolators shall have self-leveling high accuracy mechanical-pneumatic valves. 10. Vendor shall supply a pneumatic control unit to raise and lower the slab. 11. Vendor shall supply a pneumatic monitoring box to measure and display the pressure in each isolator. 12. Vendor will install isolators and measure isolator transmission curves and demonstrate resonant frequency and isolation level to meet specifications in items 3 and 4. NIST will provide rigging of isolators onto steel plates in item 14. Support structures: 13. Vendor will supply Qty(4) 30" x30" x ¾ inch thick steel plates for contact between the top of the isolator and the inertial block. 14. Vendor will supply Qty(4) 30" x30" x ¾ inch thick steel plates for contact between the bottom of the isolator and the concrete floor. 15. Vendor will supply Qty(4) kinematic leveling mounts to support the A1 slab in the down position and allow the slab to return to the same position after raising and lowering. 16. Vendor will supply Qty(4) steel plates for the bottom of the leveling mounts to contact the concrete floor. 17. Vendor will supply Qty(4) vertical beams to fasten to slab to mate with kinematic leveling mounts. 18. Vendor will supply Qty(4) vertical beams to lift slab off floor and position onto kinematic leveling mounts. 19. Vendor will supply all bolts and anchors and install plates (grout into place), vertical beams, and leveling mounts in items 13-18. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort,334519, as those domestic sources having 500 employees or less. Please include your company's size classification in any response to this notice. Companies that manufacture vibration isolation systems are requested to email a detailed report describing their abilities to joni.laster@nist.gov. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company (ies) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether the products for which specifications are being presented for are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
