- 1. Introduction/Statement of Intent The FAA intends to award a single source contract extension to a given contractor, LS Technologies, LLC located 2750 Prosperity Avenue, Suite 400, Fairfax, VA, 22031-4312. 2. Description of Supplies/Services The STS (Service Area Telecommunications Support) contract assists the FAA in planning, installation, operation, maintenance, and decommissioning of FAA owned and leased telecommunications networks, as well as certain DOD telecommunications activities in support of the Communications, Information and Network Programs (CINP), and National Enterprise Operations (NEO) organizations. 3. Total Estimated Value and Period of Performance The total estimated value of the planned single source contract extension inclusive of all options is $ 3,100,000.00. The period of performance has been extended by adding the option periods to cover 5/1/2014 through 10/31/14. 4. Authority The FAA ™s authority for entering into this contract extension on a single-source basis is the FAA ™s Acquisition Management System (AMS) Section T3.2.2.4 “ Single Source. 5. Reasons for Single Source The rationale for the single source consists of the following: (1) This action is an interim step to enable and facilitate a competitive acquisition for services to support telecommunications network services managed by the CINP and NEO offices. Award of a contract extension to the incumbent will allow CINP and NEO to ensure that there will be no lapse in service of the current contract while the replacement competitive acquisition is being evaluated and awarded. (2) No other company has the base of experience to be able to reasonably step in on such short notice during the interim period and provide uninterrupted NAS-critical telecommunications support services. (3) Establishing a second source would take a lengthy period of time and would duplicate the planned re-competition effort described above. The effort proposed to extend the existing contract is of limited duration and will not allow a new vendor time to learn the FAA ™s telecommunications networks, ramp up a trained workforce, and achieve program results prior to award of the new competitive telecommunications support contract. (4) It is expected that establishing a second source prior to award of the follow-on competitive contract would involve substantial duplication of cost to the Government that would not be offset through competition and would result in unacceptable delays in fulfilling the FAA ™s requirements for continued telecommunications support services. 6.
