Description
THIS IS NOT A SOLICITATION AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. This is a sources sought notice and is NOT a request for proposal. A solicitation is not being issued at this time, and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. This announcement seeks information from the industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. The General Services Administration (GSA), Public Buildings Service, Special Programs Division, is seeking possible sources to provide autoc laves /sterilization units and accessories to support the Department of Homeland Security, Customs and Border Protection (CPB) contraband sterilization and destruction program. The potential requirement is for supplying two (2) units complete with operating software to be placed in service at the San Ysidro Land Port of Entry (LPOE). Units must comply with minimum requirements specified by United States Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS), as well as CBP safety and CPB operational directives or regulations. Minimum requirements are as follows: • Maintain a consistent internal temperature of 212°F for a minimum of 30 minutes through a 100% steam environment by exhausting air from the bottom of the chamber while introducing steam at the top. • Ensure a 100% steam environment, and consistent temperature and pressure through a round pressure vessel. • Vacuum option for porous materials to ensure precise, reproducible and confirmable sterilization. • Include a USDA-approved flexible temperature probe inside the pressure vessel for insertion into the reference item to guarantee required temperatures are achieved and maintained for a 30 minute period. • An automated lid ensuring optimal sealing, thereby preventing leaks which effect proper sterilization. • Feature software which controls and automatically records and documents all time and temperature parameters within the autoclave as required by USDA-APHIS regulatory requirements to track processing of regulated garbage. Software shall include data connection for report downloads. • Pre-programming function for various materials to eliminate user error and downtime. • Unit footprint maximum dimensions of 36" wide x 36" deep. • Pressure vessel shall be corrosion-resistant and certified by the American Society of Mechanical Engineers (ASME). • Unit to contain an internally-housed steam generator, allowing for "on demand" steam generation, thereby minimizing overall sterilization time. • At the end of a sterilization cycle, steam shall condense to water and exit out drain to eliminate exhaust issues, as well as protect waste water piping from damage to excessive temperatures from steam. • Capacity Volume: Chamber dimensions of 500 mm x 750 mm with a chamber volume of 150 liters • Automated lid shall have safety features allowing the door to be opened when the autoclave contents have cooled to 80C, and shall automatically lock if there is a loss of power. • Automated lid settings to allow the system to open automatically at the end of a cycle, if desired. • Stainless steel wire mesh containers to take full advantage of chamber volume - stackable is acceptable. One container to be closed base to collect residual fluids for easier maintenance. • Sterilization temperature, sterilization time, and steam pulses are all to be user defined and pass code protected. • Software must provide capability of remote diagnostics via modem. • System to be delivered with all probes calibrated to MST standards with onsite calibration services available. • System shall be able to connect to 480V 3 PH with 20 amp service. Interested parties are requested to submit the following information in response to this notice: 1. Identification of place of manufacture, % domestic materials, % foreign materials.
