- This is a SOURCES SOUGHT SYNOPSIS for market research purposes. THIS IS NOT A REQUEST FOR PROPOSALS. INFORMATION RECEIVED WILL BE USED FOR MARKET RESEARCH PURPOSES ONLY. The National Institute of Standards & Technology (NIST) is seeking vendors, other than the original equipment manufacturer, who can provide repair, recertification, and maintenance for two 4000 Qtrap Mass Spectrometers (MS), manufactured by AB Sciex, on a scheduled and as-needed basis to ensure uninterrupted performance within manufacturer's specifications. The instruments are owned by the NIST Materials Measurement Science Division (MMSD) and are housed at the NIST campus in Gaithersburg, MD. The instruments are vital tools used to detect, identify, and measure ambient pressure organic and inorganic ions using methods developed at the NIST. At the present time, the instruments do not meet manufacturer's specifications. Service and maintenance shall include unlimited emergency visits during regular business hours in addition to scheduled preventive maintenance visits. Covered expenses shall include all parts, labor, travel, and per diem. All vendors must have access to proprietary information required to perform any and all repairs on the equipment. This includes, but is not limited to schematics, technology, drawings, hardware, software, and parts. Vendors must provide detailed information on their past experience and expertise with respect to the repair of AB Sciex mass spectrometers, provide documentation of an existing business relationship with the manufacturer, and provide evidence that they possess or have access to proprietary information. Interested parties may provide any other information that they consider pertinent to document their capability to repair the above equipment. Responses must be forwarded to Adam C. Powell, Contract Specialist, National Institute of Standards and Technology, Acquisition Management Division, 100 Bureau Drive, Mail Stop 1640, Gaithersburg, MD 20899-1640. Information submitted must be specific and address each of the above points. Submissions must be received by 5:00 p.m. Eastern Time on April 23, 2014. E-mail submissions are acceptable and must be submitted to adam.powell@nist.gov. Vendors shall identify their business size in accordance with North American Industry Classification System (NAICS) Code 811219 - Other Electronic and Precision Equipment Repair and Maintenance. The Small Business Size Standard is 500 employees.
