Description

The Department of Veterans Affairs, VA Midwest Health Care System (VISN 23) Network Contract Activity (NCA) on behalf of the St. Cloud Health Care System (VAHCS) intends to issue a Request for Proposals (RFP) to award a single, firm fixed-price contract for completion of a general construction project titled "Upgrade Underground Storage Tank Monitoring" at the St. Cloud VA Health Care System, St. Cloud, Minnesota. The solicitation will be conducted in accordance with FAR Part 15 (Contracting by Negotiation) and FAR 36 (Construction and A-E Contracting) and offers will be evaluated with procedures therein. The solicitation will be advertised as a 100% Service Disabled Veteran Owned Small Business Set Aside. Award of this project shall be in accordance with Public Law (PL) 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006. The applicable NAICS Code is 236220. The small business size standard is $33.5 million. The estimated Magnitude of Construction is between $100,000 and $250,000. The required period of performance is 180 calendar days after issuance of the Notice to Proceed to Construction. Contractor shall provide all labor, materials, tools and equipment and construction services necessary for the replacement of instrumentation related to the monitoring of certain underground storage tanks on the St. Cloud VAHCS campus. Work includes the demolition of existing instruments and associated cabling and the installation of new instruments and cabling designed to work with updated monitoring systems recently installed on campus. The work also includes connecting remote alarm systems from Generator Buildings 96, 99 and 103 to the existing METASYS system such that alarms from these systems will be communicated to the Boiler Plant Control Room Construction will be in accordance with existing approved plans and specifications. The solicitation documents including any applicable specifications, drawings and other information will be issued not less than 15 days after public posting of this pre-solicitation notice. Proposals will be due not less than 30 calendar days after issuance of the solicitation. A site visit will be scheduled and specific information for the site visit will be announced in the Solicitation. This notice is for informational purposes only and is not a request for proposals. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. All respondents must be registered in the System for Award Management (SAM) database (http://www.sam.gov ) and complete online Representations and Certifications at (http://www.sam.gov ), along with Vets 100 at (http://vets.dol.gov/vets100/). Service Disabled Veteran Owned Small Business status must be verified by the Center for Veterans Enterprise (CVE) in order to be considered for award as a result of the contemplated solicitation. Amendments to the solicitation will be posted at (http://www.fedbizopps.gov/ ). All parties must obtain all notices and amendments to the solicitation through this web site.
