Description
Performance-Based Work Statement Background and Need/Scope of Work • CDC-Namibia has utilized the ITOPSS contract mechanism since its inception and has faced challenges in a number of areas, including Visa/Work Permit issues, Contract Management, Cost Control, Cost, and Communication. • CDC-Namibia would like to explore the (Namibia or Regional) options for a consulting firm with great knowledge and expertise in Namibia labor law and tax policy in order to better understand its options for hiring Third-Country and U.S. Nationals to provide technical, operational, and professional support services. Task Requirements Phase One: Research & Analysis • Compile a list of companies legally registered to do business in Namibia that are legally able and willing to hire both U.S. Citizens and Third Country Nationals to provide technical, opreational, and professional support services to a United States public health entity (CDC) o Broken down by local Namibian firms and foreign firms o Namibian Government Requirements and Challenges o Visa/Work Permit Options and Details  Provide a detailed timeline illustrating the steps and process for establishing all visa/work permits (to include the types, restrictions, and all other information) in Namibia. Identify any potential challenges of which would create delays and identify solutions and/or alternatives for mitigating such challenges.  Illustrate the continuing process for maintaining up-to-date work permits and visas (to include the types, restrictions, and all other information) as it relates to ensuring continued service. This illustration should include the ongoing communication, notification, and administrative process (including timelines) as to how and when work permit and visa should be applied for and renewed.  Identify and provide justification/evidence that they are able to currently provide personnel services in Namibia. This should include their ability to obtain Work Permits and Visas (without any assistance from the United States Government) for their employees, identify any taxes/tax issues, registration fees and any other factors.  Illustrate their method and timeline for handling any rejection of appropriate work permits and visas by Namibia and document (if any) past experiences with such. Documentation should include all details of the situation, and detail the outcome (whether positive or negative) and if/how it changed your processes. o All Costs, detailed o Economic, Political, and Policy or Procedural Implications o Tax Implications for both a Foreign or Namibian Firm o Tax Implications for both U.S. Citizens and Third Country Nationals providing aforementioned services. o Exchange Rate Impact, including paying all individuals in U.S. Dollars o Process and Timeline of Hiring people o Cost Sample from each interested company, given the provided Performance Work Statements and Background. • Determine what it would take for a company not currently registered in Namibia to properly and legally register in Namibia in order to legally hire both U.S. Citizens and Third-Country Nationals to provide technical, operational, and professional support services to a United States public health entity (CDC).
