- Presolicitation Notice for Multiple Award Construction Contract (MACC) The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Huachuca Division will issue a Request for Proposal (RFP) for a Lowest Price Technical Acceptable (LPTA) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for maintenance, repair, and construction, to include design-build in support of projects for the Directorate of Public Works, Fort Huachuca, Arizona. The scope of work is for minor new construction plus real property maintenance and repair to include but is not limited to the following: foundation and site work, concrete construction, masonry construction, metals, carpentry, thermal/moisture protection, earthwork, curtain walls, doors, windows, glass, finished materials, fencing communications, elevators/conveying systems, mechanical/electrical, demolition and removal, roads/paving, painting, carpet, and flooring. The North American Industry Classification System (NAICS) Subsector code for this acquisition is 236220 - Construction and Institutional Building Construction. The Small Business size standard is $33.5 million. The basic contract will be for one (1) year base period, with four (4) one-year options, for a maximum total of five years. As a result of this solicitation, the Government intends that four (4) IDIQ Task Order Contracts will be awarded to the four (4) LPTA proposals. This project is being procured as a total small business set aside. Source selection procedures in accordance with FAR Part 15.3 and DFARS Part 215.3 shall be utilized for the basic contract. There are three (3) evaluation factors: Combined Technical/Risk, Past Performance, and Price. To receive consideration for award, a rating of no less than quote mark Acceptable quote mark must be achieved for the Technical factor (to include any or all subfactors including technical risk) and the Past Performance factor. Award will be based on the lowest evaluated price of proposals received that meet, or exceed, the acceptable standards of the non-price factors identified in the solicitation in accordance with (IAW) FAR 15.101-2(b)(3). Prospective offerors must submit a proposal for a Sample Project to be considered for award. The Sample Project that will be provided in the Solicitation, will be used to evaluate the price evaluation factor and portions of the technical proposal, and may be issued as a Task Order after award of the MACC IDIQs to the LPTA offeror. Individual Task Orders shall not be less than $2,000. The estimated value of the total combined amount of all awards is $60,000,000. The solicitation (W9124A-14-R-0002) will be issued around 2 June 2014. In accordance with FAR 16.505(b), the successful offerors will compete for all task order awards unless an exception applies. Each task order request for proposal (RFP) will specify if the task order will use a Best Value or LPTA source selection process. The Government intends to award contracts without conducting discussions, therefore, the Offeror's initial proposal should contain its best terms from a cost or price and technical standpoint. The Government intends to issue this solicitation and any amendments and the plans and specs for the Sample Project through the use of the Internet only. No additional media will be provided unless the Government determines that it is necessary. Contractors may view and/or download the solicitation and any amendments from the Internet at the following Federal Business Opportunity Electronic website: https://www.fbo.gov. It is the contractor's responsibility to check the website daily for any posted changes to this solicitation.
