Description
The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) is issuing this Request for Information (RFI) to solicit information about potential sources for support of the Space Geodesy Project (SGP). The goals of this activity are related to the study of the shape of the earth and how it rotates. This effort will be the follow-on of an existing NASA GSFC contract (Ref. #NNG10HP00C) with the Massachusetts Institute of Technology (MIT)/Haystack Observatory (HO) for the continuation of research and development for the state-of-the-art next generation Very Long Baseline Interferometry (VLBI) systems in support of the NASA SGP, as well as carrying out VLBI operations and designing and fabricating special VLBI hardware and software. The statement of work (SOW) for the existing contract is attached. The follow-on will be focused on the areas specified below. Specifically, the contractor shall provide the personnel, materials, facilities and equipment necessary to provide support to NASA GSFC in achieving the goals of the SGP. The scope of this effort includes: - VLBI Correlator Operations and Sustaining Engineering - VLBI Field Station Operations and Sustaining Engineering - VLBI Research and Development, including: - - VLBI Hardware and Instrumentation - - Improvement of VLBI Technique - Additional Research and Development NASA is considering the construction of up to ten new VLBI stations that will contribute to the larger Global Geodetic Observing System (GGOS). The next-generation VLBI prototype at GSFC serves as the basis for future NASA VLBI stations. Therefore, the scope of this RFI also includes support for the deployment of new VLBI stations with options for: 1) development of VLBI signal chains and related hardware based on the GSFC prototype design; 2) on-site field installation of VLBI signal chains and related hardware; and 3) on-site acceptance testing of VLBI signal chains and related hardware. The Government does not intend to acquire a commercial item using FAR Part 12. NASA would like to identify any businesses that can meet the requirements including small businesses (such as small disadvantaged business (SDB) concerns, Historically Black Colleges and Universities (HBCUs), minority institutions (MIs), veteran-owned and service-disabled veteranowned small business, HUBZone, and women-owned small businesses (WOSBs)) that possess the technical capability to provide support for the requirements as a Prime Contractor or Subcontractor. Interested offerors having the necessary specialized capabilities to meet our requirements outlined above and in the attachment should submit a brief capability statement. This capability statement should indicate the ability to be the Prime Contractor or Subcontractor and perform all aspects of the effort described herein. It is insufficient to provide only general brochures or generic information. Additionally, your responses must include the following: name and address of firm; size of business; whether small, small disadvantaged, 8(a), HUBZone, and/or women-owned; affiliated information: parent company, joint venture partners, potential teaming partners; and a summary of past relevant experience with the component mentioned above. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time (EST) on Wednesday, April 30, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit their capabilities and qualifications to perform the effort which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
