Description
ONR INtop MAC Vendor list This information notice is issued on behalf of the Naval Air Systems Command (NAVAIR) Electronic Warfare Infrastructure Improvement Project (EWIIP) Advanced Development Project Office (ADPO). Under the PSC Code of AC63 for R&D- Defense System: Electronics/Communication Equipment (Engineering Development) and NAICS code of 541330 for Engineering Services with a Size Standard of $14.0M. This notice represents a revision to the Government requirement set and acquisition strategy that was previously identified in DAS announcement RFI N68335-13-RFI-0339 dated 6 September 2013. This notice seeks to inform industry of these changes. The EWIIP Technical Capabilities Requirement Document (TCRD) has been updated. The Closed Loop Acquisition Strategy remains as stated in announcement N68335-13-RFI-0339. However, the Open Loop Acquisition Strategy has been modified to align with the revised TCRD. Of significant note, the requirement for Dish Based Emitter Units (DBEUs) no longer exists. Instead, the EWIIP ADPO now intends to procure twenty (20) Electronically Scanned Emitter Units (ESEUs) that employ an Active Electronically Scanned Array (AESA) in each unit. Note: As previously stated, EWIIP will utilize a Government entity as the Lead Systems Integrator for both the Closed Loop and Open Loop efforts. This information notice details the acquisition strategy for the ESEU Mobile Active Electronically Scanned Array (AESA) Group (MAG) subcomponent. A MAG consists of: • A high Effective Radiated Power (ERP) AESA aperture and radome • Aperture / electronics cooling to facilitate high power operations • AESA electronics to form the beam and scan • A pedestal and electronics to enable for mechanical scanning (horizontal rotation) and stabilization during scan • Input for a modulated RF source to be radiated (or input for pulse descriptor words if RF source is inherent in the AESA architecture) • An Electro-Optic / Infra-Red (EO/IR) video camera • An EW Receiver • Position and Timing Measurement (e.g. GPS) • A towable platform The primary requirements for the MAG include, but are not limited to: • Develop Open-Loop RF Signal Emulators for use in Open Air Test Ranges o High-power, re-programmable, re-locatable systems o Provide 360 degree mechanical scanning at high revolutions per minute (rpms) o Robust emulation (to include side lobes) of S and C Band threats (Band designations are Military Radar Band Designations) The MAG is one of the ESEU groups. The remaining groups within the ESEU will be developed and integrated by a government lead systems integration team. The other group functions include the following: • The Communications Group that includes secure communications, the associated workstation(s), and integrated software. • The Power Control Group that incorporates the array heat exchanger, power generator, environmental control, and associated control software. Multiple ESEUs will be required to communicate with an Emitter Command and Control Unit (ECCU). This ECCU will also be developed by a government lead systems integration team and will serve as the primary range interface. Within these primary requirements, the EWIIP ADPO will be assessing the trade space between cost, capability, and schedule. To fulfill the developmental portion (NRE initiation through CDR) of the MAG requirement it is the Government's intent to award a task order via a fair opportunity competition among existing Intop MAC contract vendors under FAR 16.5. Interested vendors, that are Intop MAC contract holders, are requested to respond with intent to bid to facilitate competition evaluation planning and the vetting of non-disclosure agreements between Government support contractors and industry. Additionally, interested Intop vendors are requested to identify whether they intend to utilize any foreign contractors, along with their intended role(s), as part of their development team. Interested vendors that are not Intop MAC contract holders are encouraged to contact the Intop MAC contractors to explore possibilities for teaming arrangements for this potential acquisition. A list of Intop vendors and their corresponding contract numbers are provided for reference as an attachment to this announcement. NAVAIR shall be added as an ordering office to the Office of Naval Research (ONR) series of Intop MAC contracts. Note: In a subsequent effort, it is the intent of the Government to award a sole source contract for the completion of the developmental effort (Post-CDR through delivery of 1 EDM unit ) and production of remaining 19 MAGs (10 C Band, 10 S Band) to the contractor that successfully completes the requirements of the initial development phase. These units will be divided up between 6 large arrays in each band and 4 mid-size arrays in each band to facilitate faster mechanical rotation rates with the mid-sized arrays. The timeline for this EWIIP development remains aggressive with a formal Request for Proposals (RFP) expected to be released in the July/August 2014 timeframe. Interested partners are advised to continue monitoring FedBizOps for additional postings with further announcements regarding this effort.
