Description

JOFOC The Internal Revenue Service (IRS) Midstates Area Procurement Office intends to issue a purchase order on a sole source basis to IHS Global Inc dba IHS Fairplay for an annual subscription of five software licenses for the Sea Web and World Register of Ships. The subscription required can only be performed by IHS Global Inc dba IHS Fairplay because the Sea Web Database and PC Register for OCSIMT/FS Engineers and the Marine Shipping Technical Advisor are proprietary to the vendor and no other vendor may provide these software licenses. The resulting purchase order will be for a one year period, with a period of performance from April 19, 2014 through April 18, 2015. The Government intends to solicit and award with one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. Any other interested organizations must submit a written statement of their capabilities and qualifications to fulfill this requirement to the identified point of contact as soon as possible, but not later than 3:00 pm (CST) on April 18, 2014. Faxed and e-mailed statements are acceptable, but the senders bear full responsibility to ensure complete transmission and timely receipt. Any such statement of capabilities and qualifications received by the deadline will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government per FAR 13.106-1(b)(2).
