- This is a 'Draft Statement of Work for Comment' for Environmental and Social Impact Assessment of Diamer Bashah Dam Project. This is not a Request for Proposal (RFP). This is a Request for Comment (RfC) Dear Interested Partners: The United States Government, represented by the U.S Agency for International Development to Pakistan (USAID/Pakistan), is planning to conduct an Environmental and Social Impact Assessment (ESIA) of the Diamer Bhasha Dam Project (DBDP). The ESIA will be conducted in partnership with the Government of Pakistan and other interested donors. The DBDP is a very large scale reservoir type Hydro Power Project (HPP) with a significant amount of related safeguards work to be accomplished. The Environmental and Social Impact Assessment (ESIA) will address the environmental, socio-economic and cultural situation at the project site, and identify potential significant adverse environmental and social impacts, including the project's impact on the entire river cascade and therefore on relevant areas of Pakistan. The ESIA shall also identify and seek to propose measures to enhance intended beneficial impacts and outcomes. This is a Request for Comment (RfC) on the attached Draft Statement of Work (SOW) for the ESIA. Therefore, all interested partners are hereby requested to provide comments on the attached draft SOW note later than Monday, May 05, 2014, at 1700 hours Islamabad time. All comments shall be received electronically on or before the date and time stipulated above. Comments shall be sent via e-mail attachments to Mrs. Maria Hassan, Acquisition and Assistance Specialist at Mahassan@usaid.gov with copy to Mr. Luis Rivera, Contracting Officer at lrivera@usaid.gov. USAID/Pakistan reserves the right to incorporate comments that would be provided by interested parties into the final Statement of Work before soliciting for proposals. This request for comment does not obligate the USAID to accept comments, nor does it commit USAID to pay any cost incurred in the preparation and submission of your comments.
