- This is a Small Business Sources Sought Notice. This notice is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service- disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The National Institutes of Health (NIH), National Library of Medicine (NLM) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. Background: The Lister Hill National Center for Biomedical Communications (LHNCBC) is the research and development arm of the National Library of Medicine (NLM). Through the technical capabilities of its Audiovisual Program Development Branch (APDB), current and emerging video communications technologies and multimedia techniques are applied to LHNCBC research, development, and demonstration projects and to the information projects of the National Library of Medicine. The APDB operates and maintains media production and postproduction facilities that include videographics, animation, video recording and editing, audio recording and editing, and still-image enhancement and transfer. These facilities are used to develop visual materials having the highest possible quality for integration into educational, informational and technology development projects. This work is performed to test the efficacy of utilizing media, network and interactive computer technologies to create, modify, demonstrate and distribute information and educational materials. Because the systems within these facilities are diverse and dependent on rapidly evolving technologies, including digital interactive multimedia and high definition video, technical challenges commonly arise requiring innovative solutions such as equipment modification and system reconfiguration involving detailed technical knowledge. The success of NLM projects depends heavily on APDB's continuous application of new audio, video, interactive and related imaging technologies as well as the high-level technical operation and maintenance of the systems employing these technologies. Required Task: The contractor shall furnish services, qualified personnel, materials, and equipment necessary to provide total on-site, continuous engineering and operational support of audio, video, multimedia, still imaging, graphics, animation and interactive systems at the National Library of Medicine. 1. Project Management A. Provide a system of formal project management planning, tracking and close-out. B. Provide a formal system of project accountability and continuous process improvement. C. Provide comprehensive coordination for manpower, scheduling, materials, facilities, and other critical resources. D. Provide support for acquisition, shipping and receiving, tracking and storage, and inventory control for equipment, repair parts and installation materials. 2. Engineering Design and Integration A. Provide design, engineering and integration for media production and AV-IT systems. B. Provide system integration and installation for production, post-production and presentation facilities. C. Provide test and acceptance planning. D. Provide preventive maintenance planning and implementation. E. Provide relevant subject matter expertise and analysis for assigned engineering projects. F. Provide relevant engineering analysis, reports, presentations and briefings. 3. Production Network Analysis A. Provide comprehensive network security analysis and security status reports. B. Provide network hardware testing and evaluation reports. C. Track, review and report on federal network security policy. D. Provide analysis, acquisition, integration, and support for production network hardware and software, including servers, storage, NLE systems, ingest systems, and associated interface electronics. E. Provide coordinated network security management and oversight for all production AV-IT, webcasting, and videoconferencing systems. 4. AV-IT Systems Installation, Evaluation and Modification A. Provide design, engineering, and implementation for the integration of new and existing AV-IT systems. B. Provide consultation and needs analysis, preliminary engineering documentation, engineering planning, integration, testing, acceptance and operating, and maintenance plans for production AV-IT systems. C. Provide complete upgrade and modification support for all key AV-IT technologies including audio processing and sound reinforcement, display systems, switching systems, control systems, and transmission systems. 5. Production Systems Life Cycle Management A. Provide a strategy for complete lifecycle engineering management and technical support for production equipment and systems, post-production equipment and systems, webcasting systems, videoconferencing equipment and systems, and imaging equipment and systems. B. Provide expert-level product acquisition support. C. Provide support for shipping and receiving, test and acceptance, and inventory management. D. Provide expert-level training and operating support. E. Provide expert-level repair, maintenance and upgrade support. F. Provide equipment inventory and facility management. 6. Systems Logistics Support and Documentation A. Provide appropriate systems analysis and record-keeping of upgrades and modifications, service and repairs, preventive maintenance and routine cleaning. B. Provide a comprehensive documentation system for all installed production equipment, including location, cable labels, equipment terminations, and system software versions and required updates. Contractor personnel must be available to work a flexible schedule to comply with planned program production schedules. Other Important Considerations The proposed acquisition will be procured in accordance with the policies and procedures under FAR 12.6. Streamlined Procedures for Evaluation and Solicitation of Commercial Items and FAR 13, Simplified Acquisition Procedures. All responsible sources may submit a capability statement / quotation which will be considered by the National Library of Medicine. This Sources Sought Notice is not a Request for Quotes (RFQ), nor is an RFQ available. Interested firms responding to this Sources Sought Notice must adhere to the following: (a) Provide a capability statement and/or quotation demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement and/or quotation should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 10 pages. (b) The capability statement and/or quotation must identify the responder's: small business type and size; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. (c) All capability statements must be submitted electronically no later than 12:00pm eastern standard time on Wednesday April 16, 2014 to Suet Vu, vus@mail.nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
