- SOURCES SOUGHT SYNOPSIS FOR Initial Spares, Foreign Military Sales (FMS) Joint Threat Emitter (JTE) System Department of the Air Force, Air Force Materiel Command, AFLCMC/HBZCB Solicitation Number: FA8210-14-R-JTE2 Notice Type: Sources Sought SYNOPSIS: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 334511. The Government will use this information to determine if there are interested and qualified vendors to include 8(a), Service-Disabled Veteran-Owned, Hub zone, and Woman-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Background and Program Details As it currently stands, the government awarded the JTE Follow-On (JTEFO) contract, FA8210-13-C-0001 to Amherst Systems Inc., a wholly owned subsidiary of Northrop Grumman on 9 September 2013. This contract was awarded to support a Foreign Military Sales Requirement for JTE systems and initial spares. During the performance of this contract, proprietary provisioning data will be used to plan and execute two scheduled spares purchases needed to support First Article testing and fielding of the FMS JTE systems. The government currently does not own the data rights to any provisioning data needed to support the anticipated spares requirements previously mentioned, and doesn't anticipate to own data rights until March 2016. The intent of the government was to include spares as part of the overarching JTEFO contract requirement, but because several technical approaches could potentially have existed (based on previous market research) the government was unable to establish pricing evaluation criteria for the initial spares prior to contract award. 3. Specific Requirements Initial Spares: The contractor will be required to fulfill initial spares, special tools and test equipment purchase orders for the Foreign Military Sales (FMS) customer to support the First Article TEU, MC2U, and WTEU systems currently being produced under FA8210-13-C-0010. The interested party must demonstrate how they can provide the initial spares requirements without negatively impacting the program delivery schedule of the Joint Threat Emitter Follow-on Program. The government does not possess the authority to grant access to the provisioning data required to support the spares requirement. Specifically the contractor shall have all of the following expertise and abilities: • The ability to obtain access to proprietary data owned by Amherst Systems Inc. • The ability to participate in the design process of the upgraded JTE software and hardware baseline • The ability to determine the Initial Spares and Support Equipment for the JTE System to include the TEU, WTEU, and MC2U. • Experience/knowledge related to Engineering/Technical Data Packages 4. Period of Performance The first initial spares purchases (Long Lead Spares) are anticipated to occur in June 2014, the second spares purchase is anticipated to occur in September 2015. The Long Lead spares must be manufactured and delivered NLT 1 Mar 2016 which coincides with the current fielding plan of the JTE systems. 5. Potential Offeror Capabilities: Please provide responses to the following items: 1. What is your experience in providing the capability to accomplish the objectives/requirements listed above? Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual points of contact (Contracting Officers or Program Managers). 2. Does your company currently have an agreement in place with Amherst Systems Inc.? If so, does this agreement allow your company to access their proprietary data related to the JTE system? 3. Discuss any documents or data you will require to complete the objectives listed above and briefly explain their purpose. 4. What are the top five risks you see in accomplishing this effort? 5. Provide other relevant topics, concerns, or information that will help the Government form an acquisition strategy. Potential Offeror Capability Briefings: A focused capabilities briefing may be required. The Government will contact you should it be determined that a capabilities briefing is needed. Response Procedures: The Government is looking for contractors interested in satisfying this requirement at the prime contractor level. Any contractors responding to this RFI who are interested in subcontracting opportunities should note that in their response. Companies responding to this market research are advised their response does not ensure participation in future solicitations or contract awards. The Government will not reimburse any company or individual for any expense associated with preparation or participation in this research. Direct and succinct responses are preferred. Marketing material is allowed but considered an insufficient response.
