Description
List of the 56 Current PSC IDIQ Holders ***PLEASE NOTE: THIS IS NOT THE PSC IDIQ TASK ORDER CONTRACTS RECOMPETE (Solicitation 14-233-SOL-00009) AND WILL NOT EFFECT THE SOLICITATION THAT IS PLANNED TO BE RELEASED IN MAY 2014*** The Program Support Center (PSC) within the Department of Health and Human Services intends to extend the current fifty six (56) PSC IDIQ Contracts (See Attached list) four (4) months on a sole source basis under the authority of FAR 6.302-1. PSC, a fee-for-service Government agency, currently uses Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contracts to increase the number of contractors and resources available to provide required services, and to enhance our ability to produce quick turnaround and "real time" information. These IDIQs provide a streamlined approach to acquisitions and attract customers to PSC. The current PSC IDIQs are comprised of 56 IDIQs that were competed in 2008 and cover a broad scope of work including policy assessments/analysis, program assessments, evaluation design studies and data collection, performance measurements, technical assistance/expertise, data analysis and auxiliary/support services which may be necessary to complete a particular project. The IDIQs are heavily used by PSC customers and are needed to meet requirements for the fourth quarter of FY 2014 and the very beginning of FY2015. They currently expire July 1, 2014. Fifty six contractors currently hold IDIQs and PSC is actively working on the re-compete. It would not be cost feasible or efficient to try to bring in outside contractors for the four months that these IDIQs are needed. It was originally expected that the new IDIQs would be in place before the 2014 fiscal year end. Due to the Government shutdown in October 2013 and a lengthy negotiation with SBA, the award of the new IDIQs have been delayed until late 2014 or early 2015. No solicitation document is available. All responsible sources that have the requisite qualifications to perform the work described above may submit a statement of capabilities electronically to Jennifer Eskandari at Jennifer.eskandari@psc.hhs.gov. Responses are due by April 30, 2014 by 4:00 pm EST. Responses will not be accepted after the due date. If no capability statements are received which specifically demonstrate the ability to perform the requirements above, the Government shall proceed with negotiating a sole source modification to the current fifty six IDIQ contract holders.
