- The U.S. Department of Commerce (USDOC), National Oceanic and Atmospheric and Administration (NOAA), and National Marine Fisheries, Panama City, FL, intends to purchase two (2) topside and two (2) subsea Moog/Focal fiber optic multiplexors from Moog Inc. NOAA Office of Ocean Exploration and Research (OER) intends upgrade an "existing" Model 903-8077 Focal Fiber Optic Multiplexor system currently installed on our 6000m rate Remotely Operated Vehicle (ROV). Due to compatibility requirements, the necessary components purchased for the upgrades must be of the exact same brand as the existing multiplexer currently owned by the government. The existing system is exclusive to one manufacturer Moog/Focal and no other known brand of components will work in this system. The components in this notice shall be the exact components and be fully capable and "qualified" to perform. Third party and/or manufactures representative shall be approved/authorized suppliers of these parts and fully qualified by the manufacture to provide, repair and/or service all components in-house and honor and offer all manufacturer original warranties. Required Components: Quantity (2) - Topside multiplexors: Moog/Focal 903-5083-59; laser wavelength 1590nm; no internal WDM or redundant fiber switch; uplink & downlink fiber connections as ST type on front panel; TX and RX optical ports to be labeled. Quantity (2) - Subsea multiplexors: Moog/Focal 903-5082-57; laser wavelength 1570nm; no internal WDM or redundant fiber switch; uplink & downlink fiber connections as RIGHT ANGLE ST type on front panel; TX and RX optical ports to be labeled. The proposed contract action is for supplies for which the government intends to solicit and negotiate with only one source known, Moog Inc. The products are proprietary designs exclusive to Moog/Focal. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. Include a detailed description/specification/part numbers and any additional information in regards to the Multiplexers being offered, i.e. pictures and their ability to perform the requirement. Certificates that demonstrated the offerors is an authorized Moog/Focal dealer. This is not a request for competitive proposals. However, all proposals received after date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in this announcement. The Eastern Acquisition Division (EAD) requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Award Management (SAM). No award can be made unless the vendor is registered in SAM. For additional information and to register in please access the following website: http://www.sam.gov/. In order to register with the SAM and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. The Government now requires all contractors submit their Certification and Representation SAM. The SAM website is the single source for vendor data for the Federal Government.
