- This is a REQUEST FOR INFORMATION - SOURCES SOUGHT SYNOPSIS announcement to be used for preliminary market research purposes only. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The type of solicitation issued in the future will depend upon the responses to this sources sought synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of Small Business community to compete and perform a Service Contract. The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) is issuing this request for information (RFI) announcement as part of a market survey for Environmental Water Quality Modeling Branch (EP-W) Technical Contract. The Performance Work Statement (PWS) describes the tasks required by the Environmental Water Quality Modeling Branch at the Environmental Laboratory, US Army Engineer Research and Development Center (ERDC), Vicksburg, Mississippi. The Environmental Water Quality Modeling Branch requires tasks and deliverables for the development and application of predictive mathematical models to solve complex environmental challenges through multi-disciplinary integration of science and engineering. Outcomes of this research are to elucidate the ecological process issues that reduce the contamination of waterways and ground water to protect the environment, fish and wildlife. The contract will provide tasks for the Research and Development (R&D) being executed by the teams of the EP-W both at Vicksburg, MS and remote field sites as is applicable; Contracting Officer Representatives (CORs) will be appointed to oversee each task. This contract aims at satisfying the Army and DoD requirements by containing specific tasks which include a multi-disciplinary approach to basic and applied environmental research to study the effects on water contaminants for civil works, military projects, and environmental decision analysis. The overall objective of this procurement is to obtain a service contractor to complete R&D tasks and provide the related deliverables to the Government, on an as needed basis, to accomplish research tasks in the Direct and Reimbursable Civil Works projects as well as Direct and Reimbursable Military work areas. This contract will consist of a five (5) year ordering period. The contractor shall perform research, development and evaluation tasks for the Army and DoD civil and military missions. The contractor shall perform research work in all areas previously referenced; be capable of readily performing tasks for related activities; e.g., fabrication and instrumentation of existing models; coordination and conduct of major field investigations; theoretical studies; laboratory experimental work and computational modeling. The contractor shall be responsible for the cost of medical monitoring and training needed to complete tasks and deliverables (i.e. fish tagging). Specific research activities, medical monitoring, and training will be outlined in each task and may include: Field Data Collection (Biological, Chemical, Physical) (1) Develop, implement, and conduct field data collection. (2) Collect, preserve, record, store/transport samples and data. (3) Analyze samples and field data and prepare reports in connection with the above Laboratory Research (1) Plan and conduct a variety of research tasks in the Sediment Research Laboratory (SRL) with abiotic materials (e.g., contaminated and uncontaminated soils, sediments, fluids) and biota (e.g., microbes, aquatic invertebrates and vertebrates, plants), to address toxicology, chemical, and remediation studies. (2) Operate and maintain research laboratories, maintain animal holding facilities, and analytical facilities and equipment. (3) Operate, calibrate, and maintain instrumentation. (4) Plan and conduct specific tasks for the continued development of the Eulerian-Lagrangian-Agent Methods (ELAMs) which will allow ERDC researchers to solve complex water resources development issues and improve ecosystem restoration activities. (5) Plan and conduct research and development associated with the Cognitive Ecology Laboratory (CEL) and the care and upkeep of the large momentum driven flume. (6) Develop, operate, and maintain aquatic sensors (e.g., tags) (7) Plan and conduct studies on behavioral response of aquatic biota to environmental stimuli. Model Development Testing and Application (1) Plan and conduct a variety of research modeling tasks to develop new models, incorporate existing models, link models, and build pre- and post-processors for freshwater and marine environments. (2) Plan and conduct tasks for model testing, calibration, and verification. (3) Preparation of presentations, posters, reports, technical notes, webinars, and draft journal manuscripts documenting items 1 and 2. (4) Prepare literature reviews, obtain, collate, analyze, summarize, and plot data. (5) Participate in teleconferences, meetings, briefings, and videoconferences with sponsors and stakeholders. Security Clearance: If a DoD Classified Security Clearance is required by the task order, Contractor personnel must be a U.S. citizen and capable of obtaining and maintaining appropriate security clearances. Contractor must provide their classified CAGE code. Minimum Requirements for Labor Categories: Senior Scientist Able to supervise associate contractors and work beside them in their daily operations and research in analytical chemistry, material chemistry, and computational chemistry. Familiar with a variety of the field's concepts, practices, and procedures. Provides scientific and technical guidance and expertise. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks. Communicates scientific and technical information through oral briefings and written documents. A wide degree of creativity and latitude is expected. Senior Scientist I: Requires a PhD in their field of specialty, with 0 years experience in the field or related area. Senior Scientist II: Requires a PhD in their field of specialty, with 1-2 years experience in the field or related area. Senior Scientist III: Requires a PhD in their field of specialty, with 2-5 years experience in the field or related area. Senior Scientist IV: Requires a PhD in their field of specialty, with 5-7 years experience in the field or related area. Senior Scientist V: Requires a PhD in their field of specialty, with 7-10 years experience in the field or related area. Senior Scientist VI: Requires a PhD in their field of specialty, with 10-15 years experience in the field or related area. Senior Scientist VII: Requires a PhD in their field of specialty, with 15-20 years experience in the field or related area. Senior Scientist VIII: Requires a PhD in their field of specialty, with more than 20 years experience in the field or related area. Scientist Performs a variety of laboratory and field procedures using established methods and techniques. Provides scientific and technical guidance and coordination among contractors. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks. Communicates scientific and technical information through oral briefings and written documents. A wide degree of creativity and latitude is expected. Conducts experiments, some moderately complex, and collects field samples. Has knowledge of commonly-used concepts, practices, and procedures within a particular field. Develop testing procedures or direct activities of workers in laboratory. Maintains files such as hazardous waste databases, chemical usage data, personnel exposure information and diagrams showing equipment locations. Records test data and prepares reports, summaries, and charts that interpret test results. Relies on instructions and pre-established guidelines to perform the functions of the job. The contractor will be reimbursed for travel in accordance with FAR 31.205-46. Place of performance will be specified at the Task Order level. Contract should begin upon contract award for a period of (5) five years. Specific deliverables will be outlined in each task order issued. A typical deliverable may include, but not be limited to, progress reports, technical report/papers, and statistical results, etc. Deliverables will typically be specified in individual task orders. The contractor shall perform work as specified by the Task Orders. Each Task Order will include, as a minimum, a PWS for the work to be performed and any travel, miscellaneous costs, and deliverables as appropriate. The Small Business Size Standard for this sources sought is $25.5 Million.
