- This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. A Market Survey is being conducted to determine if there are adequate Small Businesses, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors for the following proposed work. The Army Corps of Engineers, Philadelphia District, is interested in awarding one (1) Firm Fixed Price Contract for the Oakwood Beachfill, Delaware Bay Shore Protection, in Oakwood, New Jersey. The proposed project at Oakwood Beach, Elsinboro Township, Salem County, New Jersey, consists of construction of a 50-foot wide berm at elevation of +6.0 feet NAVD for a total project length of 9,500 feet. The estimated quantity of beachfill is 346,000 cubic yards. Additionally, the project includes the extension of five storm water outfall pipes that range in size from 10 inches to 24 inches in diameter with extensions ranging from 54 feet to 162 feet. These outfall extensions will be supported by timber cribbing mounted on 20-foot long and 12-inch diameter timber piles spaced 18 feet apart. Sand from the Reedy Island Range of the Delaware River main channel will be used for beachfill. The northern extent of the borrow area lies directly adjacent to the northern limit of Reedy Island in the Delaware River. The proposed borrow area extends from this point approximately 1.9 miles downriver. There is an estimated quantity of 1.0 million cubic yards of beach quality sand located in this borrow area to a depth of 51 feet mean lower low water (MLLW). In addition, the project will include the construction of three pedestrian public access points (concrete paths with fencing) and placement of sand fence. Options to place additional sand may also be included in the project. The period of performance is 180 calendar days. Estimated cost range of the project is $5,000,000.00 to $10,000,000.00. Performance and Payment Bonds will be required for 100% of contract award. The NAICS Code for this project is 237990 and the small business size standard is $25.5 Million. Responses to this sources sought announcement will be used by the government to make appropriate acquisition decisions. All interested Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors should submit a narrative demonstrating their experience in the specified work, as well as their technical capabilities. Capability statements should include size/classification of your firm, bonding capacity(single project and aggregate), details of similar projects, completion dates, references and contract amounts.
