Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is HHS-NIH-NIDA-SSSA-2014-053 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72, dated January 30, 2014. (iv) This requirement is solicited as a total small business set-aside under the associated NAICS code 722320 - Caters and the small business size standard $7.0 million. (v) A brief description of the requirement or a list of contract line item number(s), name of items, quantities, units of measure and option quantities. (vi) The purpose of this procurement is to provide the HANDLS study with nutritious meals for the volunteers participating in the HANDLS study. The Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) study requires meals for participants who are asked to arrive for their examination alter an overnight fast. This longitudinal study is examining effects of race and socioeconomic status on healthy aging in a representative sample of community dwelling volunteers from the Baltimore Metropolitan region. HANDLS examinations are performed in community-based mobile medical research vehicles (MRVs) and requires up to eight hours. Meals are required for breakfast and lunch because study participants arrive alter an overnight fast. There is no time in the examination schedule and there are no facilities nearby for a meal break outside of the vehicles. The contractor caterer shall produce and deliver 2 high-quality, nutritious meals for each participant, each day the MRVs are open for examinations. This work requires a company experienced in providing appropriately healthy meals on a consistent basis with the facility to make timely deliveries in Baltimore City. The NIA will communicate daily with the contractor to specify the number of meals and the location to which the meals should be delivered before 9:00 AM Monday-Saturday as required by the MRV examination schedule. The government's estimates 5 participants per day for breakfast and lunch and estimates approximately 20 meals per month. The contractor shall prepare meals at their facilities in a fashion that maximizes their nutritional value for breakfast and lunch while minimizing the potential for spoilage before the meals are eaten. The contract shall deliver high-quality and nutritious breakfasts and lunches for HANDLS participants undergoing MRV examinations. However, the quantity of deliverables will vary daily as the number of examinations varies on the MRV. In a typical week, the MRV are open 5 days per week and 5 participants are examined each day. Meals are deemed acceptable if they are delivered on time and prepared daily to include a complete breakfast and lunch for each participant on the days the MRVs are open. The government will supply the daily MRV schedule (number of meals to provide) and the address for delivery. (vii) The period of performance is May 1, 2014 through April 30, 2015 with options to extend the term of the contract for two (2) additional 12-month periods of performance. Deliver and acceptance is at various locations in Baltimore, Maryland. (viii) The provisions of FAR clause 52.212-1, Instructions to Offerors - Commercial Items, apply to this acquisition. (ix) The provisions of FAR clause 52.212-2, Evaluation - Commercial Items, apply to this acquisition. The contract award will be made on the best value basis, but not limited to, overall cost and includes the overall quality and nutritional value of the meals proposed by offerors. The quotes will be evaluated on the offerors demonstrated capability to prepare and provide nutritious and well-balanced breakfasts and lunches by proposing two (2) breakfast menus and two (2) lunch menus. The menus must meet the American Heart Association's Heart-Check guidelines (http://www.heart.org/HEARTORG/GettingHealthy/ NutritionCenter/DiningOut/Nutritional-Requirements-for-Certified-Meals­ Foodservice_UCM_441055_Article.jsp#), which specify the nutritional guidelines for calories, total fat, saturated fat, cholesterol, trans-fat, sodium, and other nutrients such as vitamins, fiber, and protein: (1) Calories - 700 calories or less per the entire meal; (2) Total fat: 3 grams or less total fat per 100 grams, and 30 percent or less calories from total fat in the meal, and 26 grams or less total fat per the entire meal; (3) Saturated fat - 1 gram or less saturated fat per 100 grams, and less than 10 percent calories from saturated fat in the meal, and 5 grams or less saturated fat per the entire meal; (4) Cholesterol - 20milligrams or less cholesterol per 100 grams, and 105 milligrams or less cholesterol per the entire meal; (5) Trans-fat - Less than 0.5 grams trans-fat per the entire meal; (6) Sodium - 800 milligrams or less sodium per the entire meal; and (7) Beneficial nutrients - 10 percent or more of the Daily Value of one of the following nutrients per the entire meal: vitamin A, vitamin c, calcium, iron, dietary fiber or protein. Offerors also have the option of providing sample breakfasts and lunches for evaluation. If offerors choose 'to provide sample meals the following rating criteria will be used to evaluate their overall quality in addition to the Heart-Check criteria. The sample meals will be evaluated as follows: (1) Appearance 30-points; (2) Texture 15-points; (3) Size 20-points; (4) Taste 25-points; and Aroma 10-points. The government will evaluate the past performance of each offeror for this requirement whose quote is determined to be technically acceptable. The evaluation will be based on information obtained from references provided by the offeror, other relevant past performance information obtained from other sources known to the Government, and any information supplied by the offeror concerning problems encountered on the identified contracts and corrective action taken. The Government will assess the relative risks associated with each offeror. Performance risks are those associated with an offeror's likelihood of success in performing the acquisition requirements as indicated by that offeror's record of past performance. The assessment of performance risk is not intended to be the product of a mechanical or mathematical analysis of an offeror's performance on a list of contracts but rather the product of subjective judgment by the Government after it considers all available and relevant information. When assessing performance risks, the Government will focus on the past performance of the offeror as it relates to all acquisition requirements, such as the offeror's record of performing according to specifications, including standards of good workmanship; the offeror's record of controlling and forecasting costs; the offeror's adherence to contract schedules, including the administrative aspects of performance; the offeror's reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and generally, the offeror's business-like concern for the interest of the customer. The Government will consider the currency and relevance of the information, source of the information, context of the data, and general trends in the offeror's performance. The lack of a relevant performance record may result in an unknown performance risk assessment, which will neither be used to the advantage nor disadvantage of the offeror. The government will use the following rating method in the evaluation of past performance information: (i) +2 Excellent-based on the offeror's performance record, no doubt exists that the offeror will successfully perform the required effort. Sources of information are consistently firm in stating that the offeror's performance was superior and that they would unhesitatingly do business with the offeror again; (ii) +1 Good - based on the offeror's performance record, little doubt exists that the offeror will successfully perform the required effort. Sources of information state that the offeror's performance was good, better than average, etc., and that they would do business with the offeror again; (iii) None - no past performance history identifiable; (iv) -1 Marginal - based on the offeror's performance record, some doubt exists that the offeror will successfully perform the required effort. Sources of information make unfavorable reports about the offeror's performance and express concern about doing business with the offeror again; (v) -2 Poor - based on the offeror's performance record, serious doubt exists that the offeror will successfully perform the required effort. Sources of information consistently stated that the offeror's performance was entirely unsatisfactory and that they would not do business with the offeror again. The offeror must submit as part of their proposal a list of the last three (3) contracts completed or currently in process during the past three (3), years that are similar in nature to the work scope. Contracts listed may include those entered into by the Federal Government, agencies of state and local governments and commercial concerns. Newly formed entities without prior contracts should list contracts and subcontracts in which the contractor's staff performed as key personnel. The information should include for each contract or subcontracts: Name of Contracting Organization; Contract Number (for subcontracts, provide the prime contract number and the subcontract number); Contract Type; Total Contract Value; Description of Requirement; Contracting Officer's Name and Telephone Number; Program Manager's Name and Telephone Number; and North American Industry Classification System(NAICS) Code. The offeror may provide information on problems encountered on the identified contracts and the schedule contractor's corrective actions. The offeror will be evaluated on its performance under existing and prior contracts for similar products or services. The Government is not required to contact all references provided by the offeror. Also, references other than those identified by the offeror may be contacted by the Government to obtain additional information that will be used in the evaluation of the offeror's past performance. (x) The Offerors must a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer or certify that the offeror's www.sam.gov registration is complete and accurate. (xi) The provisions of FAR clause at 52.212-4, Contract Terms and Conditions - Commercial Items, apply to this acquisition. The addendum to FAR clause at 52.212-4, Contract Terms and Conditions - Commercial Items, apply to this acquisition. The addendum includes the following clause(s): FAR Clause 52.217-9 Option to Extend the Term of the Contract (Mach 2000). (xii) The provisions of FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition. (xiii) There are no additional contract requirement(s) or terms and conditions applicable to this acquisition. (xiv) The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. (xv) Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the service. The price quote shall include: the unit and list price for a breakfast meal, the unit and list price for a lunch meal, the daily delivery charge, and a monthly total based upon 5 participants per day for 5 days per week for 20 days per month, and the total annual amount. Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the evaluation criteria. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov."
