- NASA Goddard Space Flight Center (GSFC) intends to execute a 5-year extension to the effective ordering period to the current Rapid III Contracts. The Rapid III contract holders provide spacecraft bus core systems that are used to meet the Governments science and technology needs based on their ability to meet specific criteria (for example: The ability to carry out the Statement of Work (SOW); and a heritage spacecraft which has successfully completed on-orbit checkout and acceptance).The effective ordering period of the current Rapid III contracts expires on March 31, 2015, and the requested five-year extension will extend this ordering period through March 31, 2020. The contract extensions are required to maintain the Rapid Spacecraft Development Office (RSDO) ability to immediately support mission unique spacecraft procurements. The following Rapid III contractors listed below require the requested five-year extension to their effective ordering periods: Ball Aerospace & Tech. Corp. Orbital Science Corp. Surrey Satellite Tech US LLC Orbital Sciences Corp. (formerly GD) Lockheed Martin Corporation Northrop Grumman Space & Mission Systems Corp. Thales Alenia Space France There will be no increase to the current maximum ordering value of $4B, as the current value is considered more than sufficient to cover future delivery orders through March 31, 2020. The JOFOC will be used for the sole purpose of extending the current contracts that are under the Rapid III contract vehicle. The statutory authority for these sole source procurements is 10 U.S.C. 2304(c)(1), only from a limited number of responsible sources. Competition is not limited under the Rapid III contract vehicle, since it has an On-Ramp feature. Periodically, within the contracts effective ordering period, the Contracting Officer will accept and evaluate proposals with the intention of adding contracts and/or modifying existing contracts to place additional core spacecraft and options in the Rapid III Catalog. In the Spring of 2015, the RSDO plans to utilize its On-Ramp feature to request proposals from vendors who are currently not in the contract. During this time, all potential sources will have the opportunity to compete and be awarded a Rapid III core contract. On-Ramp proposals shall be subject to the same proposal instructions and evaluation procedures as the Rapid III Request for Proposal (RFP) NNG10207304R dated November 3, 2009. Proposal instructions and evaluation procedures may be obtained from the RSDO website, http://rsdo.gsfc.nasa.gov/, under the Rapid III menu option. The On-Ramp will be procured under FAR Part 15 and will include the NASA/GSFC Mission Assurance Requirements (MAR) at the Master Contract Level. Those companies not familiar with Rapid III are welcome to visit RSDO website: http://rsdo.gsfc.nasa.gov for background information. Specifically, review material under Mission Statement and Rapid III menu tabs.
