- This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The U.S. Department of Labor's Office of Public Affairs (OPA) is seeking support for the implementation of a content management system (CMS) to support ongoing agency website operations. The website is the agency's primary portal for communicating with the public, including press releases, regulations, compliance assistance materials, and other informational materials. OPA hopes to achieve significant cost savings and cost avoidance for the Department by migrating its web content hosting and management to a content management system (CMS) based on the OpenPublic distribution for the latest stable version of Drupal. Drupal is a popular CMS that has been widely accepted and used by many agencies within the federal government (https://groups.drupal.org/node/19885#USA). Its popularity stems from its solid security, general ease of use, and open source license. A dedicated community, sharing improvements in various areas including additional functionality and features, security enhancements, and training, supports Drupal. OpenPublic is a distribution (edition) of Drupal tailored to government needs that is pre-configured with security and accessibility enhancements to comply with federal IT security and Section 508 requirements. The use of Drupal will provide OPA with a comprehensive solution for website management and create efficiencies for OPA in managing DOL websites with respect to fulfilling agency content change requests. OPA is seeking vendor assistance for the technical implementation and continued operations and maintenance for the Drupal OpenPublic distribution and content migration of DOL websites; including, but not limited to supporting: • Processes • Workflows • Mock-ups, designs and layouts • Documentation • Hosting. The vendor will collaborate with existing federal and contract resources for this effort. OPA's goal is to move our current static website driven by html pages parsed by IIS's ASP parser to Drupal OpenPublic that will be in compliance with all applicable DOL requirements and standards; including, but not limited to, Section 508 of the Rehabilitation Act ("Section 508"), DOL Computer Security Handbook (CSH), and DOL's design standards. Due to resource limitations within DOL's production environment, OPA is seeking FedRAMP-compliant hosting as well. A part of this effort will include a redesign of select elements of the website, including updating the visual design and revamping the information architecture (IA). OPA has completed some of the preliminary redesign work, but refinements will be required as part of this effort. The scope of this effort will focus on the implementation of the Drupal CMS and migration of the following DOL websites. Response items - Provide no more than two pages of text as a Corporate Overview relating to your company's capabilities specific to the tasks mentioned in the Synopsis. Response Format - The completed RFI Response Document is to be saved as a file with your company's name included in the filename. - Email the RFI Response Document to Ingram.Antoinette@dol.gov with the RFI Response Document as an attachment. - The RFI Response Document may be attached as Microsoft Word or an Adobe PDF file. - The email plus attachment cannot exceed 3MB.
