PLB - Pre-Solicitation Notice No n - d e v e lo p me n t al P e r so nn el L o c a t or B e a c on Pre-Solicitation Notice: FA8606-14-R-6368 Agency: Department of the Air Force Office: Air F o r c e L i f e C y c le M a n a g e m e nt C e nt e r ( A F L C M C ) Location: Wright Patterson Air Force Base NAICS code: 334220, Radio and Television Broadcasting and Wireless Communications, Size Standard: 750 employees Posted Date: April 15, 2014 Pre-Solicitation Notice: The Air F o r c e L i f e C y c le M a n a g e m e nt C e nt e r ( A F L C M C ) Hum a n S y st e ms Division ( A F L C M C / W NU), Wright Patterson Air Force Base, intends to award a Firm Fixed Price contract, for Personnel Locator Beacons (PLB) test assets for the United States Air Force. The upcoming acquisition, if solicited, is intended to be full and open. The Government requires a total of 84 units for testing to be provided by the Contractor(s) within 90 days of contract award. The intent of this notice is not a request for competitive proposals; it is a notification of an upcoming solicitation. Please submit any questions related to this notice, in writing, via email to jessica.tucker.3@us.af.mil, farrah.keller@us.af.mil and elizabeth.bryant@us.af.mil by 12:00 PM (EST) April 24, 2014. In the case of a solicitation issuance following this notice, the following will apply: The Government intends to purchase test assets; testing will be conducted in accordance with the Performance Specification. Test results derived from testing of these assets may be utilized in a future source selection. In order to be selected for purchase of test assets, a contractor and its product must meet the following technical criteria: •· The product must meet all requirements set forth in the Performance Specification document; •· The Contractor must deliver 84 test assets to the Government within 90 days of contract award; and, •o 72 PLBs will be coded with the "test user protocol" IAW C/S T.001 Annex A. The Homing signal frequencies on these same PLBs will be offset for testing IAW C/S T.007 section 4. Government preferred de-tuned test distress frequencies include the 121.65 and 243.4 MHz. •o The remaining 12 PLBs for testing will be operationally coded. •· The Contractor must submit a COSPAS-SARSAT letter of compliance or Type Approved Certificate (TAC) by the time of product delivery. In order to prove that COSPAS SARSAT letter of compliance or TAC will be available at the time of product delivery, the contractor must submit with its proposal the COSPAS-SARSAT Secretariat report on type approval testing and/or technical data listed in Section 5 of COSPAS-SARSAT T.007. If at the time of proposal, the letter of compliance or TAC is already available, it must be submitted with the proposal. In addition to the units themselves, the following items will be required: 200 battery sets (including the initial set of batteries for the 84 beacons) 120 shear pins (if applicable) 84 Automatic activation cables (ACES II activation cables) 84 Manual activation cables (BA-series activation cables) (if applicable) 2 computer interface cables or USB cables (if applicable) 2 copies of computer interface software (if applicable) The Government intends to further contract for the following services: •1. In person training on the PLB system, to include installation, operation and maintenance of the beacon system. Training shall be conducted at Eglin AFB, FL and shall be a one-time event for no more than 30 Government personnel. The contractor shall supply training manuals and any training aids (beacons, cables, expendable parts etc.) for use in training session. Upon completion of the training the vendor's training manual (Contractor format - hard copy or digital) shall be provided to the Government. •2. System Architecture consistent with DoDAF 2.02 or a commercial equivalent to include products that shall illustrate decomposition to the subcomponent level, key functions accomplished by all subcomponents, and all external interfaces. Minimum requirements include the identification of systems, system items, and their interconnections (e.g. SV-1) and the functions (activities) performed by systems and the system data flows among system functions (e.g. SV-4). Contractor format is acceptable. •3. Reliability - Contractor format is acceptable for products listed below. Government preferred format is for all products to be consistent with MIL-HDBK-217F, MIL-HDBK-338, or MIL-HDBK-781 methodology or a commercial equivalent. Contractor shall provide all the following but not limited to: •a) A description of reliability design considerations, including thermal design, parts derating, and parts control. •b) A description of reliability design guidelines/criteria used and trade studies and testing performed. •c) Completed MIL-HDBK-338B, table 7.2-1, checklist. •d) System Reliability Models (SRM) that is a graphical depiction of the system with an underlying analysis that should identify critical weaknesses in the system design. The SRM should include all hardware and non-hardware elements and their relationships to each other. Examples include Reliability Block Diagram, Fault Tree Diagram, and Event Tree Diagram. •e) Calculated Reliability for the following if •· System Designed Reliability -Analysis that shall estimate reliability at 10 years or greater in the operating environment defined in the performance specification. •· Demonstrated Test Reliability - Analysis that incorporates DT test results that shall estimate reliability at 10 years or greater in the operating environment defined in the performance specification. •· Demonstrated Operational reliability - Analysis that incorporates operational data that includes the number of units that have operated satisfactorily compared with the number of units in service in relation to the time in service. Reliability calculations shall estimate reliability at 10 years or greater in the operating environment defined in the performance specification. •4. Maintainability - Contractor format is acceptable for products listed below. Government preferred format is for all products to be consistent with MIL-HDBK-4700 methodology or a commercial equivalent. Contractor shall provide all the following but not limited to: •a) Description Maintainability design guidelines/criteria used and trade studies and testing performed. •b) The projected Mean Time to Repair (MTTR) throughout the service life of the system based on the system design and available information on subcomponents to consider user level repairs identified in the contractors maintenance manual. Calculations shall be consistent with MIL-HDBK-470, appendix D, or a commercial equivalent. •c) Calculated Mean Time to Repair (MTTR) based on any available maintainability data calculated using existing system repair data that accounts for user repairs accomplished compared with number and duration of PLBs in service. User repairs shall include all repairs identified in the contractor's maintenance manual. Calculations shall be consistent with MIL-HDBK-470, appendix D, or a commercial equivalent. Submission of a completed Form 1494 (Transmitter Equipment Characteristics, Receiver Equipment Characteristics, and Antenna Equipment Characteristics only). A blank example document is attached for informational purposes only. •3. Beacon manufacturers will submit the beacon operating instructions and other owner manuals, if available, and a technical data sheet IAW C/S T.007 section 5. •4. COSPAS-SARSAT - Compliance documentation (Type Approval Certification (TAC) or Letter of Compliance) and data package IAW C/S-T.007 section 5 to include Table F-E.2. Pre-test battery discharge calculations. •5. Beacon manufacturers will submit the technical data sheet for the battery cells used in the beacon indicating nominal cell capacity and self-discharge rate over the declared battery replacement period, and the electric diagram of the beacon's battery pack. •6. 72 PLBs will be coded with the "test user protocol" IAW C/S T001 Annex A. The Homing signals on these same PLBs will be offset for testing to 121.65 and 243.4 MHz. The remaining 12 PLBs for testing will be operationally coded. •7. Any Flight Safety information, certification, or testing relevant to the defined aircraft configurations in the performance specification. Documentation should include but not limited to Explosive Atmosphere testing, Explosive Decompression testing, Electromagnetic Interference (EMI) testing, non-interference with egress and ejection seat operation conformation, and data that shows no inadvertent activation and transmission during flight tests. Data is to be used for the purpose of granting an interim safe-to-fly prior to Operational Testing (OT). •8. FAA Technical Standard Order TSO-C142A certification (or equivalent) for flight safety/airworthiness approval for the battery(s). •9. All product specification data that defines system performance that corresponds to performance specification requirements. •10. Documentation that defines the PLB Built in Test (BIT) function. This information shall include definition of what the BIT is testing, how the BIT is determining the PLB battery level, and, if applicable, the maximum number of BITs that can be accomplished prior to a required battery change. If a Request for Proposals is issued, the following items are requested, if available: •1. Any available documentation to demonstrate compatibility with configurations A, B, C as defined in the performance specification. •2. Explanation of the vendor's Production Lot testing, to include testing parameters and lot acceptance test procedures. •3.
