- This is a Draft Solicitation (Proposals will not be evaluated at this time) Contract Specialist: John S. Favara Contracting Officer: Christina L. Gresham 1. Description of the Item(s) /Services(s) Being Procured. Field support services for current Program Manager Mission Command (PM MC) systems in one contract. These services include: sustainment support, initial fielding, testing, system demonstrations, technical support, help desk support and training for PM MC systems and software applications. In support of assigned PM MC systems, the contractor shall provide Unified Field Support Services (UFSS) to PM MC, to the Department of Defense (DoD), to US Army Program Executive Officer Command, Control, Communications-Tactical (PEO C3T), to Coalition Partners, to Foreign Military Sales (FMS) Customers and to meet Joint, Interagency, International and Multinational (JIIM) requirements. 2. Type of Contract. The Government intends to issue a Single definitive C type contract. The effort will be Cost Reimbursable, Cost-Plus-Fixed-Fee (CPFF)/ Term base with materials, travel and Other Direct Costs (ODC) on a cost contract basis. This award will be a 100% Small Business Set- Aside. 3. Period of Performance. The intended period of performance shall be a twelve (12) months base period from the date of award with four (4) twelve (12) month option periods. The Government will be under no obligation to award the option years on this intended contract. 4. Source Selection Methodology. The Government intends to award a single contract resulting from a Small Business Set-Aside, full and open competition after exclusion of sources to the offeror who provides the best overall value to the Government as outlined in Section M Evaluation Factors for Award. 5.
