- Solicitation Amendment 4 The Ticket to Work and Self Sufficiency Program is the centerpiece of the Ticket to Work and Work Incentives Improvement Act of 1999. This program provides Social Security beneficiaries with disabilities more choices for receiving employment services. Under this program, Social Security is issuing Tickets to eligible beneficiaries who, in turn, may assign those Tickets to an Employment Network (EN) of their choice to obtain employment services, vocational rehabilitation services or other support services necessary to maximize their economic self-sufficiency through work opportunities. An EN shall be either an agency or instrumentality of a State (or political subdivision of the State) or a private entity that assumes responsibility for the coordination and delivery of employment, vocational rehabilitation, or other support services to those beneficiaries who have assigned their Ticket to the EN. Social Security will award Blanket Purchase Agreements (BPAs) to qualifying respondents to perform services as ENs for the Ticket to Work and Self-Sufficiency Program. Each BPA will have a 10-year period of performance. Request for Quote (RFQ) SSA-RFQ-12-0010L is now available for download. This RFQ replaces the previous RFQ released and most recently amended on April 11, 2014 for the Employment Networks for the Ticket to Work and Self-Sufficiency Program.
