Description
The Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit on a sole source basis a requirement to design enhancements to the CommSync II module currently in use by the United States Naval Observatory (USNO). The proposed design enhancements to the CommSync II module include added capability to increase number of signal inputs and increased ability to manage, compare, and analyze additional clock and synch handling data in support of the USNO ™s Master Clock. Under Joint Chiefs of Staff instruction CJCSI 6130.01D, the USNO is directed to supply the Master Clock for the DoD at a level that meets or exceeds mission requirements and conduct relevant research to help ensure continued US military superiority through advanced technology. The USNO provides a wide range of astronomical data and products, and serves as the official source of time for the U.S. Department of Defense and a standard of time derived from the USNO Master Clock for the entire United States. The Government intends to solicit and negotiate with FEI-Zyfer on a sole source basis for this requirement. FEI-Zyfer is the sole manufacturer and owner of proprietary data unique to the CommSync II system currently in place at the USNO. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The applicable North American industry Classification System (NAICS) code and size standard for this acquisition are 334515 and 500 employees, respectively.
