- Request for Information (RFI) on Technical Capabilities of Laser Integration and Demonstration on Varied Platforms The Air Force Research Lab (AFRL) is seeking information on the technical capabilities available to assist in integrating lasers on a variety of platforms for the purpose of live-fire demonstrations. The Laser Integration and Demonstration (LID) program is addressing/retiring technical challenges associated with the integration of components, and subsystems for the following capability concepts: Integrated Electro-Optical/Infrared (EO/IR) laser targeting and tracking, Aircraft self-protect against air to air systems, and Ground to air area defense. All of these areas may require research to include modeling and analysis and hardware development. A hybrid mix of novel approaches with commercial-off-the-shelf (COTS) and modified COTS equipment is sought. Please contact the POC for additional information on these Technical Areas. The scope of these integration efforts includes: a. Trade studies and other analysis efforts to delineate performance trades and identify requirements for the final system; design, procurement, layout, fabrication, and assembly of hardware components. b. Integration of individual components and component sub-systems into external-carriage pods which will be mounted on legacy aircraft for flight test. c. Testing to include laboratory, environmental testing, technology demonstrations, modeling and simulation, software development, and ground and flight experiment planning and development. d. Advances in the state of the art in power and thermal management subsystems for laser weapons. Develop, model, and test innovative power and thermal management concepts. INSTRUCTIONS TO RESPONDERS: There is a 20 page limitation on technical information responses. Responses are to be in the form of one hard copy and one CD-ROM. The electronic copy shall be submitted in a format readable and usable by Microsoft (MS) Word 2007® or in PDF format viewable with the standard Adobe Acrobat Reader®. Responses should identify company name, point of contact (POC), address, telephone number, email address, Commercial and Government Entity (CAGE) Code, size of business, and all classes of business that fit your firm: i.e. small disadvantaged, veteran-owned, woman-owned, etc. Respondents are further requested to indicate their status as a foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees. Proprietary Data: All information submittals containing proprietary data shall be appropriately marked. It is the respondent's responsibility to clearly define to the Government what is considered to be proprietary data. Responders are advised that any data submitted to the Government in response to this RFI will be released to non-Government advisors for review and analysis. Any non-Government advisor will strictly serve in an advisory capacity to the Government. This Request for Information is published in accordance with FAR Part 15.201(e), and is for PLANNING PURPOSES ONLY. It does not constitute a Request for Proposal (RFP) or a commitment by the U.S. Government, nor should it be construed as such. Respondents are advised that AFRL/RD is under no obligation to acknowledge receipt of information received, or provide feedback to respondents with respect to any information submitted under this RFI. There shall be no basis for claims against the Government as a result of any information submitted in response to this RFI. The Government does not intend to award a contract on the basis of this RFI, or reimburse the costs incurred by providing the information requested under this notice. This RFI is open to any capable and qualified commercial source, and partnering is encouraged.
