- This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. The BLMs Central Montana District Office intends to award a sole source contract to Johnson Controls for continued HVAC maintenance service at the Missouri Breaks Interpretive Center. This planned service agreement with the manufacturer is to allow optimal HVAC performance in a visitor center located in a small community approximately 42 miles from Great Falls Montana. The visitor center houses office space, conference room facilities and a museum that is open seven days a week during the late spring, summer and early fall months. Scheduled maintenance reduces repair costs, extends the life of the equipment, ensures a comfortable environment for visitors and employees, and promotes environmental health and safety. Calls for emergency repairs should be abated or eliminated through these services. Contract includes all parts, labor and other costs (such as mileage) to perform comprehensive and operational inspections and annual preventative and regularly scheduled maintenance. Parts include (but are not limited to) all belts, filters, gaskets, solutions (e.g. glycol), pipes, electronics (as well as bi-annual computer programming functions), system components, ducts and all other associated duct-work. The Government intends to procure this sole-source requirement under Federal Supply Schedules FAR part 8.4. THIS NOTICE IS NOT A REQUEST FOR QUOTES and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 3:00 P.M. Mountain Daylight Time (MDT) on 21 April 2014, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
