- Description
- NASA/GSFC has a requirement for technical support to serve on the Astrophysics Focused Telescope Assets (AFTA) Technical Assessment Committee for Detectors (TAC-D). The Exoplanet Exploration Program and the AFTA Study Office are presently in the process of developing and evaluating the flight detector design for the Wide Field Imager instrument. This will consist of a base year and 2 option years. The primary responsibility of the TAC-D is to assess the development plan and the realized results from implementing this plan. In so doing, it will assist in evaluating the technology readiness of this AFTA mission critical technology. The following key activities shall be performed: 1.Evaluate development plan. 2.Evaluate results from the Process Optimization Lot. 3.Evaluate results from the Full Array Demonstration Lot. 4.Evaluate results from the Yield Demonstration Lot. NASA/GSFC intends to purchase the service from the University of Rochester, Department of Physics and Astronomy. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on April 23, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
