- Description
- Revised version of the solicitation to reflect the changes identified in the Amendment 0006 Summary of Changes narrative. Solicitation FDA-14-223-SOL-00005 Amendment 0006 Summary The purposes of Solicitation FDA-14-223-SOL-00005 Amendment 0006 are as follows: update the primary POC for the solicitation, provide final clarification on which positions are considered Key Personnel, answer Contractor-posed question regarding experience requirement, establish that no additional questions shall be received, and update proposal submittal requirements. 1) Effective immediately, Contracting Officer- Aaron A. Glazier has replaced Elvis Colbert as the primary POC for this solicitation its resulting contract. Jerry Martin has replaced Mr. James Whitt as the secondary POC for the effort. 2) Inconsistencies in which positions are considered Key Personnel have been identified in the solicitation when compared to the amendment containing the Government's response to Contractor questions posted on 10 April 2014. As a final clarification, the following are considered Key Personnel positions for the contract: Project Manager, Supervisor, SME II, Sr. Electronic Document Room Technician. Section E, page 95 and Section F, page 105 of the solicitation have been updated to reflect these positions. 3) A Contractor proposed the following question regarding substituting education for experience: "Rows 194 and 196 of the April 10th response does not provide a definitive answer to the question regarding experience substitution. The question refers to Section 1, Paragraph D.1.21 of the RFP on page 61, which formerly permitted offerors to substitute one year of experience for one year of education with the COR's approval, and asks whether offerors can assume the substitution will be approved for the RFP task order. The government's response of "If the proposal is accepted, then it can be assumed" places the offeror at a disadvantage as we will have no way of knowing if the substitution is acceptable until after proposal submission. In order to ensure fair competition between offerors and mitigate against any potential reasons for protest, we respectfully ask the government to definitely advise if the substitution will be permitted. Govt Response: Education may not replace the experience requirements. 4) With a proposal due date of 4/24/14, the Government will not accept or respond to any additional contractor-posed questions regarding the solicitation. 5) Update proposal submission requirements: • All past performance questionnaires shall be sent directly to Contracting Officer, Aaron A. Glazier at aaron.glazier@fda.hhs.gov instead of Elvis Colbert. Questionnaires that were sent to Mr. Colbert through COB 4/15/14 will be forwarded to Mr. Glazier. • Section E.4.1 Regular Mail/Hand Delivery/Electronic Submissions has been updated to reflect that hard copies of the proposal are to be sent to Ms. Jennifer Fagan instead of Elvis Colbert (see section E.4.1 of the revised solicitation document for the new mailing address). Also, a requirement has been added that Contractors email a copy of the technical volume, business volume, and past performance volume (3 separate files) to aaron.glazier@fda.hhs.gov All other terms and conditions remain the same. Quotes remain due no later than 2:00 p.m. Eastern Time on 24 APRIL 2014.
