- The quantities shown by area of performance for each item in this solicitation are the Government's estimates of requirements, which may be ordered during the period of the contract. The Government's estimated maximum daily requirements, excluding Saturday, Sunday, National, State, and local holidays are listed below by area of perfomance within each schedule. Bidders must complete the 'Bidder's Guaranteed Daily Capability', which must equal or exceed the Government's minimum acceptable daily capability, for all items within an area of perfomancefor which they submit bids. Failure to do so must render the bid non-responsive. The contractor will furnish all personnel, equipment, facilities, supplies, services and materials, except as specified herein as Government-furnished, for the preparation of personal property of Department of Defense personnel (Areas IV and V limited to Air Force personnel) for shipment and/or storage and related services. Work to be performed will be those services in the Schedules awarded to the contractor as outlined in individual Contract Line Item Numbers (CLIN). The requirements of this PWS apply to DPM shipments only. Tasks by type of move are reflected in the following chart showing which tasks normally apply to each type of move. Specific requirements for each task are described below. If specific instruction or requirements are not provided, commercial standards of services and best business practices are acceptable. Sources sought synopsis announcement is issued to assist the 673d Contracting Squadron, JBER, Alaska, in performing market research to determine interest and capability. This is not an Invitation for Bid (IFB) and responses to this invitation are not bids and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future IFB or an award. This document should not be construed as a commitment of any kind by the Government. Any information provided to the Government in response to this document will become 673d Contracting Squadron property and will not be returned. The Government will not reimburse contractors for any cost associated with responding to the request. Request is for a 12 month base year plus four (4) each one-year option periods for a total performance period of five (5) years. JBER, AK is seeking interested sources capable of Packing, Crating, and Drayage Services of Household Goods (HHG) and Unaccompanied Baggage (UB) as described in the attached Performance Work Statement (PWS) in the following areas: a) Joint Base Elmendorf-Richardson (JBER); b) Clear Air Force Station; c) Fairbanks, AK; and d) Delta, AK geographic areas. Contractor shall comply with all applicable laws, regulations, and standards. In addition, Contractor shall provide all management, labor, equipment, materials, tools, and other items necessary to perform Air Force Packing & Crating services in accordance with (IAW) the attached PWS at Attachment 1. The estimated quantities are listed in the Bid Schedule at Attachment 2. The applicable North American Classification System (NAICS) code is 488991 Packing and Crating, with a small business size of $25.5M. Interested and qualified sources are requested to provide: (1) company name, point of contact, e-mail addresses, telephone and fax numbers, identification of business size under the applicable NAICS code, i.e., 8(a), HUBZone, SDVOSB; (2) a list of the company's most recent and relevant (within the last three years) DoD or commercial contracts and a brief description; and (3) information demonstrating the company's ability to perform these services. Respondents are asked to limit submissions to ten pages or less. Any information provided is voluntary. All eligible firms responding to the Sources Sought must ensure their response is complete and sufficiently detailed to allow the Government to determine the firm's qualifications to perform this requirement.
