- MARKET RESEARCH PURPOSES ONLY NOT A REQUEST FOR PROPOSAL OR SOLICITATION The U.S. Food and Drug Administration (FDA), is conducting market research to support the National Center for Toxicological Research (NCTR) requirement to perform genome sequencing as part of an on-going study with NCTR-led Sequencing Quality Control (SEQC) project. This is a Sources Sought Notice to determine the availability and capability of small businesses that can provide Genomic Sequencing for Human DNA samples set forth herein. This notice is for planning purposes only, and does not constitute an Invitation for Bids, Request for Proposals or Request for Quotation, or an indication the Government will contract for the items contained herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The associated North American Industry Classification System (NAICS) Code is 541380- Testing Laboratories; Small Business Size Standard is $14.0 million. Background The NCTR is conducting a study titled, "The Sequencing Quality Control Project", MicroArray Quality Control (MAQC) Phase III. The NCTR sequenced 3 replicates for each of 3 DNA samples at 60X coverage to assess repeatability and reproducibility of DNA-seq, evaluated accuracy of single-nucleotide polymorphism (SNP) calling from DNA-seq data, and assessed usefulness of previous genome-wide association study (GWAS) findings through comparison DNA-seq and SNP arrays. The results from the DNA-seq, the millions of SNPs, insertions and deletions (indels) determined, need to be validated to draw solid scientific conclusions. Statement of Work The contractor shall detect 1500 SNPs, 100 insertions, and 100 deletions (selected by the government) in the 3 human genome DNA samples. The government shall provide the contractor 100 insertions, 100 deletions, and 3 human genome DNA samples. Performance Requirement: 1. The contractor shall design the primers for the 1500 SNPs, 100 insertions and 100 deletions according to the genomic sequences provided by the government for the 1500 SNPs, 100 insertions and 100 deletions. 2. The contractor shall synthesize the primers for the 1500 SNPs, 100 insertions and 100 deletions. 3. The contractor shall conduct the pre-experiment of PCR amplification condition. 4. The contractor shall conduct the PCR purification and amplification for the primers for the 1500 SNPs, 100 insertions and 100 deletions. 5. The contractor shall sequence the primers to determine the genotypes of the 1500 SNPs and the status of the 100 insertions and 100 deletions. 6. The contractor shall conduct data analysis to provide SNPs sequences and insertions and deletions for the 3 DNA samples. 7. The Contractor shall deliver an electronic copy of all sequence data. Period of Performance Four (4) months after receipt of government provided materials which will be furnished within 3 weeks of award. Respondents shall furnish sufficient information necessary for the Government to conclusively determine capability to provide the requirements identified above to include three (3) references for the same or similar genome sequencing services, to include instrument used for the sequencing, within the last two years to include name, telephone number, mailing address, email address, contract number and description of services to include dollar amount. Additionally, provide Business name, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number and email address. If applicable, identification of the firm's GSA Schedule contract(s) by Schedule number and SINs that are applicable to this requirement. The government is not responsible for locating or securing any information, not identified in the response.
