- RFI This is a Request for Information (RFI) only. This RFI is issued solely for information purposes and does not constitute a solicitation. This is for planning and market research purposes only and shall not be considered as an obligation on the part of the Government to acquire any products or services. Responses will not be considered as proposals, nor will any award be made as a result of this synopsis. INTRODUCTION: The Defense Logistics Agency (DLA) Energy procures large quantities of biodiesel blend B20 (20% biodiesel and 80% diesel fuel) for military service customers across the country. DLA Energy strives to provide the highest quality product to our customers and is seeking feedback from current B20 suppliers/producers for the purpose of evaluating the effect implementing the BQ-9000 Quality Management Program. We are seeking information on the cost and potential impact of implementation. Adoption of this program ensures production and distribution of high quality biodiesel products throughout the supply chain. Section 1. BQ-9000 accreditation involves assurance that the product produced/distributed meets various quality criteria. With this may come extra operating costs, training and purchasing of new instrumentation. •1. If you are a distributor by the program guidelines, would you be able to provide the required training to your staff? •2. Would a requirement for participation in the program affect the price of B20 offered under DLA Energy solicitations? If so, what is the magnitude of the increase? •3. Would a requirement for participate in the program affect you willingness to bid on DLA Energy solicitations for B20? Section 2. In order to become certified, strict adherence to the accreditation quality guidelines must be maintained. •1. If certification becomes mandatory, will you be capable of adhering to the new quality requirements as required by the BQ-9000 program? •2. If you are considered a distributor, do you have the capability to perform quality testing of biodiesel that you receive? •3. If you cannot perform the quality testing, is there an area laboratory that can perform the testing for you? Would you be willing to send samples to laboratories outside of state lines for testing?
