- This is a NOTICE OF INTENT TO CONDUCT A SOLE SOURCE ACQUISITION utilizing the test procedures prescribed under FAR Subpart 13.5. The Mission and Installation Contracting Command, Fort Sam Houston Contracting Office on behalf of the Office of the Assistant Chief of Staff for Installation Management (OACSIM) intends to negotiate and award a contract to URS Group in accordance with FAR 13.501(a)(1)(ii), because only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique. This order will be issued to URS Group located at 2450 Crystal Drive, Suite 500, Arlington, VA, 22202 to procure services in support of BOS Requirements Model (BRM), Environmental Quality (BRM-EQ). This requirement provides modeling support to estimate the Army's Environmental Quality requirements. The requirement's objective is to sustain the capability to model recurring Environmental Quality requirements at a level of detail and fidelity necessary to inform the Installation Program Evaluation Group Program Objective Memoranda (II PEG POM) requirements determination process. The method used to determine requirements must meet the validation criteria established by the Office of the Deputy Assistant Secretary of the Army for Cost and Economics (DASA-CE). Environmental Quality requirements must be able to be organized, aggregated, and filtered to be translatable to multiple stakeholder groups and to feed systems and databases including, but not limited to, the Army's Requirements Builder (R-Builder) and the Office of the Secretary of Defense Select and Native Programming Data Input System (SNaP). This action will result in a Firm-Fixed-Price contract with a period of performance one base year and two option years, beginning 19 May 2014. The NAICS Code for this requirement is 541620 with a size standard of $14M. URS Group has the necessary knowledge, experience, staff, and methodology as validated by the DASA-CE to maintain services. No source other than the incumbent can satisfy this need given the technical capability for this requirement would require DASA-CE validation which can take anywhere from months to years to achieve, resulting in unacceptable delays in fulfilling the agency's requirements and directly impacting the II PEG POM process. For the reasons noted above, MICC-FSH intends to award a contract to URS Group to ensure that OACIM is able to meet its mission. No contract will be awarded on the basis of responses received to this notice. Notwithstanding, any firm who believes it is capable of meeting the OACSIM's requirement as stated herein may submit a response, which if received within 5 calendar days of the date of this announcement, will be considered.
