- 6B 6A 13B Sample RFP 13C Definitions 13A Course Content Checklist Reference List Historical Requirements SST Statement of Operations IT Environment OLC Content Developer Integration Guide ESSO sample Course Catalog DD254 Inventory Listing Wage Determination Labor Category List and Qualifications Labor Rate Table The Department of Homeland Security, Transportation Security Administration (TSA) intends to solicit industry to provide specialized security training (SST) for services, such as security screening, fire arms training, inspector, perimeter security, interviewing techniques, fraudulent document identification, etc. The solicitation will be conducted as a full and open competition. As a result of the solicitation, an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Multiple Award contract for commercial services is anticipated. At or near time of award, the government intends to issue the first Task Order for the Office of Training and Workforce Engagement (OTWE), for Threat Mitigation, Engineering, and Image (TME&I) training related services. The Government intends to make up to three awards, but reserves the right to make more or less awards, to the responsive and responsible Offeror(s), whose proposal, conforming to the solicitation, will meet the Government's requirements and offers the best value to the Government. The contractor(s) will be required to provide training solutions and services, which will lead to optimized use of resources, throughput and successful training outcomes for a geographically dispersed and varying workforce. Specifically, the contractor shall provide a full range of specialized security training and related support services to TSA personnel in a dynamic and evolving environment, which include the following core requirements: 1) curriculum design, development, maintenance, and instruction; 2) threat mitigation, image, and engineering; 3) program management, logistics, and integration support services. The term of the contract will be a five year Period of Performance (PoP).
