- Description
- The NATO Support Agency (NSPA) has been designated as the procurement agent for the acquisition of Blast and Bullet Proof PVRTs (Personnel Vehicles Rough Terrain). This equipment is required for the NATO Response Force (NRF) in order to provide Force Protection capability to conduct operations in a high-threat Improvised Explosive Device (IED) environment. In order to bid on this project, a U.S. prime contractor must 1) maintain a professionally active facility (office, factory, laboratory, etc.) in the United States 2) be pre-approved for participation in NATO International Competitive Bidding (ICB) 3) be nominated to the bidders list by the U.S. Government 4) be registered in the NSPA Source File: https://eportal.nspa.nato.int/registration/Register.aspx The Department of Commerce will be using IFB-5HQ27203 as its reference for the IFB. While in storage, NSPA will provide operational and maintenance (O&M) of the equipment aided by the contractor logistics support (CLS). The following information contains excerpts from the Statement of Work (SOW) that will be released during the ICB: Project Objectives The contractor shall furnish to NSPA five (5) Blast and Bullet Proof PVRTs in accordance with the requirements in the SOW. Three (3) of these vehicles will be equipped with an Electronic Counter Measure system (ECM) not part of this contract. These vehicles will be used to protect the NRF staff in mobile operations against IEDs, small-arms fire, etc. The operation may occur over a wide range of geographic environments and climatic conditions. Accordingly, NATO expects the equipment to be robust and of high quality. When not deployed, the vehicles will be stored in the NATO Depot. Particular Technical requirements The vehicles will be delivered as Purchaser Furnished Equipment (PFE) to the ECM system contractor for integration of their ECM equipment. This operation will be done in close coordination with the vehicle contractor. They will provide blast protection to STANAG 4569 Edition 1, Level 2. They shall comply with European Traffic Regulations. Capable of rough terrain operations with fording capability of 800mm. Payload-2.000, 0 kg. Space requirements: 4 seats and one working position for an ECM operator. Engine at least 200kW, Diesel, complying with EURO V requirements. NATO towing attachments in accordance with STANAG 4101. Transportable by road, railway, sea and air (C-130E or equivalent version). The vehicle shall be capable of C-130 Roll-On, Roll-Off (RORO) loading/off-loading. Logistic Support Elements Good documentation for spares, assembly and maintenance is required as well as barcoding of the deliverables. BIDDING PROCEDURE NATO ICB requires that the U.S. Government nominate U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidders list for this procurement, the firm must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or IFB number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved prime contractor to the bidders list for a particular NATO ICB project. IMPORTANT DATES U.S. firms must request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application) by: 13 May 2014 Release of IFB (planned): not before 16 May 2014
