Description
Mission and Installation Contracting Command Knox intends to issue a request for proposal (RFP) for the Army Career and Alumni Program (ACAP) Transition Assistance Services. The ACAP requirement is to provide transition services to Soldiers and meet Career Readiness Standards (CRS), operate established transition locations, and to provide pre-separation and transition assistance counseling and training services. Locations are both Continental United States (CONUS) and Outside Continental United States (OCONUS) and may change based on mission and needs. The period of performance will be 16 August 2014 through 15 August 15 with a 30 day phase-in, 11 month base, and two one-year option periods. Option periods will be exercised at the government's discretion. The solicitation will be for commercial, performance-based services. Offerors shall be required to submit their proposal in paper and electronic version. The government intends to award without discussions; therefore, the offeror's initial proposal shall contain its best offer from a technical and price standpoint. The NAICS Code and Size Standard are 541612 and $14 million respectively. The solicitation will be posted on the FedBizOpps (FBO) website at www.fbo.gov on or about 14 April 2014 and will have a proposal due date of 19 May 2014 at 11:00 AM eastern. Amendments, if any, will also be posted to the FBO website; offerors are cautioned to check the website frequently and acknowledge all amendments. Interested firms are encouraged not only to monitor FBO for the solicitation, but also to ensure eligibility data is active and up-to-date within the System for Award Management (SAM) database. The government will not compose or maintain any type of solicitation mailing list. All questions must be submitted in writing via email to Catherine Padgett, Contract Specialist at catherine.l.padgett.civ@mail.mil AND Erin Quinn-Neuendorf, Contracting Officer at erin.g.quinn-neuendorf.civ@mail.mil. Any correspondence should reference the solicitation number. Each offeror is responsible for all costs of producing and submitting its proposal. Each proposal shall be submitted in accordance with the instructions contained in the solicitation. Proposals will not be accepted by email or facsimile. Questions regarding the solicitation shall be submitted in accordance with instructions contained in the solicitation.
