- Description
- This acquisition is to provide non-personal, full food services to two Fort Sam Houston dining facilities and two dining facilities with two annexes located at Camp Bullis (approximately 26 miles North of Fort Sam Houston). These facilities provide hot/cold meals, salads, grilled-to-order meals and field meals in support of the 502 Air Base Wing, Medical Education & Training Campus, and various tenant units. Contractor tasks include, but are not limited to, dining facility management; cooking; food requisition and preparation; serving and replenishing food; cleaning facilities, maintaining food service and computer property (hardware maintenance); preparing fruits and vegetables for the salad bar; cashier services; handling food, supplies, and property; maintaining quality control; ensuring operator maintenance and repair of food service property; in the event of contingency, continue performing all required tasks identified in the performance work statement during the period of crisis. Fort Sam Houston has one of the few two-story dining facilities in the Department of Defense. The anticipated period of performance will be 1 Jan 2015 - 31 Dec 2015 to include 31 days mobilization with four one-year options. The total period of performance will not exceed 60 months. FAR Clause 52.217-8, Option to Extend Services, will be included to extend services up to six months. This acquisition is subject to the Randolph-Sheppard Act, 20 U.S.C. 107. The Act requires that the agency give priority in the award of this contract to the State Licensing Agency (SLA) subject to the terms and conditions of the solicitation. It will be set aside 100% for small business with inclusion of the SLA. The North American Industry Classification system code for this acquisition is 722310 and the applicable small business size standard is $35.5M. The tentative draft solicitation issue date is 28 April 2014. It will be available via www.fbo.gov. All responsible small businesses and the SLA may submit a proposal in accordance with the solicitation and shall be considered. Interested parties should monitor www.fbo.gov for issuance of the solicitation and associated documents. Interested parties will not be directly notified of the solicitation posting. The government anticipates award of a requirements contract with fixed unit pricing as a result of the solicitation. All prospective offerors must be registered in the System for Award Management (SAM) prior to award with any DoD agency. Registration may be accomplished at https://www.sam.gov.
