- SYNOPSIS The US Army Corps of Engineers, Sacramento District intends (USACE) to negotiate and award a Firm Fixed Priced follow-on sole source contract to David Ford. The Corps Water Management System (CWMS) software is used throughout USACE to provide information that supports water control decision making. CWMS integrate USACE simulation models with data management and reporting capabilities under a common user interface. Development of CWMS has progressed steadily, reaching a beta Version 3.0 release. This new version adds new simulation, data management, and reporting capabilities requested by USACE users. Version 3.0 also provides enhanced capabilities for users to adjust model calibration and configuration. Since CWMS Version 3.0 contains a major re-write of the Control and Visualization Interface (CAVI), the User's Manual needed to be re-written accordingly. The objective of this purchase order is to update the 90 percent draft to produce a final draft User's Manual that can then be distributed with the updated CWMS Version 3.0. The objectives include updating the draft 90 percent User's Manual documentation. The 90% draft documentation needs to be updated since some additional software development has occurred since the 90 percent draft was written. Three new chapters will also be added. The associated North American Industry Classification System (NAICS) Code 541511 - Applications software programming services, custom computer, which has a size standard of Size Standard: $25,500,000.00 in annual receipts is applicable. The contract type will be a firm fixed price, performance-based contract, The statutory authority for this non-competitive action is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, 10 U.S.C 2304(c)(1). This is a sole source notice published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement including costs by 12:00 pm EST, Apri1 21, 2014, that provides sufficient details for consideration by the Government, via email to: Alicia.S.powell@usace.army.mil. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
