- The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of providing Thermal Camera System. NIST has a requirement for a high speed infrared camera system to measure temperatures in additive manufacturing processes and provide versatility for any future non-contact temperature measurements of manufacturing processes. Components of the required camera system include 1) camera 2) operating software and 3) data collection system. Data collection system may be a supplied frame grabber card or portable data recorder. Please note: lenses and radiometric calibration are NOT included in this requirement. Compatibility with Microsoft Windows 7 is required. After results of this market research are obtained and analyzed and specifications are developed, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. The required thermal camera system meets the following requirements: 1. Detector Type: Indium Antimonide (InSb). 2. Spectral range: At least 1.5 um to 5.0 um. 3. Resolution: At least 1280 horizontal pixels by 784 vertical pixels. 4. Detector pitch (pixel size): At most 16 um. 5. NETD: Less than 50 mK. 6. Camera f/#: f/3.0 or narrower. 7. Sensor cooling type: Linear or rotary integrated Stirling cooler. 8. Sensor temperature: Less than 80 degrees Kelvin. 9. Frame rate: Greater than 110 frames per second at full window. 10. Minimum integration time: Less than or equal to 500 ns. 11. Filter wheel: An internal motorized filter wheel included if possible. 12. Lens mounting: Bayonet mount. 13. Software: The camera system should come with operating software compatible with the camera and data collection system. 14. Windowing: Camera system should allow the user to define different window sizes less than the full resolution, and user-selectable frame rates and integration times at these different window sizes. 15. Software Capabilities: Operating software will be supplied with the camera system and should have the following operational capabilities: a. Ability to control custom window sizes, frame rates, and integration times. b. Ability to perform single and two-point non-uniformity corrections (NUC). c. Ability for the user to select bad pixels and generate a bad pixel map. d. Ability to output at least 14-bit digital level file formats with time-stamped and frame number in the header. 16. Connections: The camera and operating software should be fully compatible the supplied data recording system (either frame grabber card or portable data recorder) without further customization by the user. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 500 employees or less. Please include your company's size classification in any response to this notice. Companies that manufacture thermal camera systems are requested to email a detailed report describing their abilities to paula.wilkison@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(ies) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each instrument for which specifications are sent to paula.wilkison@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
