- Statement of Work Bill of Materials This notice is a combined Synopsis/Solicitation, Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are not being requested and a written solicitation will not be issued. The Government intends to negotiate on a sole source basis with Signal Perfection, LTD, 6301 Benjamin Road, Suite 101, Tampa, FL 33634 under the authority of section 4202 of the Clinger-Cohen Act of 1996.The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72 dated January 30, 2014. This firm-fixed price acquisition will be processed under Simplified Acquisition Procedures (SAP) FAR 13.5 Test Program for Certain Commercial Items and is not a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 334310 and the small business size is 750 employees. This requirement is a follow-on action for additional Crestron room scheduling equipment and installation to support Collaborative Work Spaces/Team Rooms located at a new NIAID facility currently under construction at 5601 Fishers Lane, Rockville, Maryland. Requirement specifications are provided in the attached Bill of Materials and Statement of Work. It has been determined that the Fishers Lane room scheduling equipment must be expanded to include the installation of 144 additional Crestron panels for the Collaborative Workspaces/Team Rooms. This expansion will keep the Team Rooms consistent with the Resource Libraries, as well as the divisible Center Conference Rooms. The additional equipment will allow NIAID staff to book rooms directly from the touch panels, thus eliminating the need to go through the current reservation process; the goal is to provide a highly effective level of staff collaboration. The panels will also display room availability, giving the staff alternatives in the event that a previously chosen site is already booked. Additionally, the touch panels will tie into the building's Fusion RV platform, which will provide OCICB with room utilization statistics. These statistics will be used to determine whether or not the rooms are useful as Team Rooms or if they can potentially be turned into offices. The touch screens must be Creston panels in order to connect to the back end Crestron infrastructure, a proprietary solution that is not compatible with other panels. This acquisition is unsuitable for full and open competition for the following reasons. Signal Perfection, LTD is the currently awarded A/V integrator for the Fishers Lane A/V project and is providing equipment, project management, engineering and drafting, installation, and programming for the new facility since the competitive award of the 5601 Fishers Lane A/V Equipment & Installation contract (Contract HHSN272201301072P) in fiscal year 2013. Signal Perfection is the sole project manager, engineer, drafter, installer and programmer of the Fishers Lane A/V project and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Given the complexity of the Fishers Lane A/V project and the level of system knowledge required to seamlessly integrate over 200 room subsystems into one coordinated whole, Signal Perfection is the only source possessing the expertise, internal technical data, equipment, and experienced personnel necessary to successfully integrate this requirement into the system. Use of any other vendor would result in substantial duplication of cost, significant schedule risk, and significant risk to the Government. Failure to provide this work without delay would negatively impact the relocation schedule which would result in significant costs in additional rent and other associated costs to the Institute. Currently, the Fishers Lane facility has relocated several groups which will be impacted by disruptions in their respective work areas due to installation/work for this requirement. The contractor, Signal Perfection, must have the equipment/work in place by end of April 2014 in order to minimize impact to Fishers Lane resident employees and to meet the final completion date in October 2014.
