Description
The USPFO for Rhode Island, Providence, Rhode Island, intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract for Construction of a C130J Flight Simulator Training Facility, at the Rhode Island Air National Guard Base, Quonset State Airport, North Kingstown, RI 02852. Project to be LEED Certified. This C130J Flight Simulator Training Facility will provide for the administrative, support and training of the 143rd Airlift Wing flying mission. This facility includes numerous, complex building systems and support spaces in order to support the training equipment, operational spaces and security requirements, including anti-terrorism and force protection. In addition, this project shall achieve the sustainability requirements stated in the contract documents, including submission and acceptance through the US Green Building Council. This 10,597 square foot facility primarily consists of brick veneer backed by reinforced concrete masonry and a standing seam metal roof supported by structural steel framing with a 3:12 roof slope and approximately a 13 foot deck bearing height. The simulator bay is a structural steel frame, clad with a combination of masonry and brick tile, and is entirely isolated from the lower, adjacent structure. The simulator bay has a standing seam metal roof with a 5:12 roof slope and approximately a 52 foot deck bearing height. The entire facility is supported by a concrete spread footing foundation and slab on grade. Portions of the concrete slabs are recessed for computer access flooring, trenches, mats and other items while some portions are thickened for equipment, wheeled traffic and other items. Typical interior finishes include carpet, vinyl composition tile, porcelain tile, concrete, painted concrete masonry, painted gypsum and acoustical ceiling tile. Interior lighting typically consists of recessed direct fluorescent troffers, can lights, wall mounted fluorescent fixtures, suspended induction lamps (capable of being lowered for maintenance) and emergency egress lighting. Special attention is required at areas requiring an elevated Sound Transmission Class, elevated security requirements and fire ratings and separations. The Flight Simulator mechanical system consists of a Variable Air Volume system utilizing hot water reheat. The air handling unit is configured with a mixing box, a filter section which contains a MERV 8 pre-filter and MERV 13 final filter, an E-coated chilled water coil, hot water reheat coil and variable frequency drive airfoil fan. The air handling unit is capable of providing 100% outside air for an economizer mode when the temperature and humidity levels allow. To maintain 50% ( 10%) relative humidity, an electric to steam humidifier is included. The air handler is provided with a separate return air fan. The EMM room is provided with two floor mounted, up blast computer room units each sized for 50% of the load configured with chilled water cooling, electric reheat and a humidifier. The unit provided includes packaged microprocessor controls. The support area mechanical system is also a Variable Air Volume system utilizing hot water reheat. The unit is configured with a mixing box, a filter section which contains a MERV 8 pre-filter and MERV 13 final filter, a heating water coil, an E-coated chilled water coil and variable frequency drive airfoil fan. A separate variable speed inline return fan is utilized for the return air from the system. The air handling unit is capable of providing 100% outside air for an economizer mode when the temperature allows. The air handler will be ducted to VAV boxes with hot water reheat. The VAV boxes are zoned to serve spaces with similar load profiles and areas such as the briefing rooms and VTRAT are provided with their own VAV boxes to avoid sound transmission. The existing primary medium voltage power distribution system will be tied into at an existing 15KV terminal cabinet. A two-way, four inch underground duct bank will be installed between the existing terminal cabinet and a new pad mounted transformer rated for 750KVA 12,470V-480/277V, 3 phase. The primary feeders from the terminal cabinet will connect to the primary side of the pad mounted transformer. The feeders consist of 3-15KV phase and 1-600V ground conductors installed in one of the four inch conduits. The pad mounted transformer will provide the main electrical service to the facility. The main distribution system will be 1000A 480/277V, 3-phase with ground fault main breaker. The main power will be metered and monitored with the building management system. A 150 KVA, 480-208/120V step down transformer will be installed to provide 208/120V power distribution system. Power for general receptacles, lighting and mechanical system will be monitored separately. A manual transfer switch and provisions for connection to an exterior government furnished emergency standby generator will be provided. Emergency lighting system will be provided for the facility. The system will consist of battery pack ballast integral with the light fixtures. LED type exit lights with battery backup will be provided in the path of egress. Dedicated emergency power is provided for Building Exit and Egress lighting, Fire Alarm System including environmental enclosure, Mass Notification System and motion bay minimal cooling and heating. Communications systems are included and include a dedicated communication room, backbone distribution system, and horizontal distribution system including wiring, pathway systems including conduit, cable trays, grounding, backboards, connector blocks, protectors for copper service entrance pairs, patch panels, terminators for fiber optic cables, outlet boxes, telephone jacks, data jacks and cover plates. Special systems included a complete Closed Circuit Television (CCTV) system, Automatic Access Control (ACC) system, Intrusion Detection (IDS) system, Public Address (PA) system, Community Access TV (CATV) and a lightning protection system with underground counterpoise system. A digital, addressable fire alarm and mass notification system is provided with audio and visual devices, pull stations and a combination of smoke, heat, aspirating and photoelectric detectors. The entire facility will be protected throughout with an automatic wet pipe sprinkler system. A 450 GPM electric motor driven booster pump is included to meet the fire suppression water demand for the facility. On the exterior fire hydrants, a fire department connection and key box will be provided. Site improvements include building pad, site grading, storm water mitigation system, utility connections, parking and access drives, site structures, site and building lighting and landscaping. The site is serviced by public water, sewer and drainage by Quonset Development Corporation and electric and gas services are provided by National Grid. The existing comm. duct bank near the site will be intercepted and a new manhole will be installed. Duct bank will be installed from the new manhole to the building and the main service will consist of 200 pair Outside Plant (OSP) copper cable and 24 strand single mode 50um OSP fiber optic cable back to the ITN located in Building 502. In addition to the aforementioned requirement, this project includes Thirteen (13) Optional Line Items (OLIs) which consist of the following: OLI-1 - Provide Epoxy Finish in lieu of Sealed Concrete; OLI-2 - Provide Ceramic Tile Full Height in lieu of 5 feet High; OLI-3 - Add Overhead Bridge Crane (Disconnect and runway beams are in Base Bid); OLI-4 - Add Air Compressor at EMM Room; OLI-5 - Add Package Storage Alcove with Jib Crane; OLI-6 - Add Mechanical Yard Screen Walls, Gate and Lid; OLI-7 - Add Trash Enclosure and Underground Conduit to LEFE Parking; OLI-8 - Add Installation Sign with Adjacent Landscaping and Sign Lighting; OLI-9 - Provide Additional Parking Area and Lighting; OLI-10 - LEED Plaque for building; OLI-11 - Add Backup Chiller System; OLI-12 - Provide plantings around building as shown on Sheet L-101 (Base Bid is Seed in Planting Areas); OLI-13 - Provide moveable partition in Classroom (Base Bid is support beams above ceiling only). In addition, A quote mark Justification for other than full and open competition quote mark exists under FAR 6.302-1 for Brand Name products for this project, and will be posted with the RFP. The following items pertain to the Brand Name requirement: Energy Monitoring system and software, Schneider Electric Power Logic; Panels and switchgear, Schneider Electric Square D; Gas Meters (Energy Monitoring System), Dattus III Gas meter; Water Meters (Energy Monitoring System), Elster/ AMCO T-4000; Fire Alarm Control Panel, Monaco MAAP+ Addressable Fire Alarm Control Panel; Fire Alarm/MNS radio, Monaco BT-XM2; Mass Notification System Panel, Monaco; Fire Alarm Key Box, Emergency Access Systems; Locksets and key cylinders, Sargent 10 Line Signature series; Direct Digital Control System, Honeywell Enterprise Building Integrator; Direct Digital Control System, Andover Controls; Water Meters (Recording for QDC), Badger; Backflow Preventers, Watts 909 Series; Check Valves for fire protection lines, Ames 2000 QDC; Fire Risers, Ames; Security Monitoring System, Advantor Infraguard. Magnitude of construction is between $5,000,000 and $10,000,000. Period of Performance/Contract Completion time is 365 calendar days after written Notice to Proceed. The North American Industry Classification System (NAICS) code for this work is 236220. This is a Total Small Business Set-Aside. The Small Business Size Standard is $33.5 million average annual revenue for the previous three years. Your attention is directed to FAR CLAUSE 52.219-14 (b)(4) LIMITATIONS ON SUBCONTRACTING which states quote mark By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractors, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees quote mark applies to this project. The tentative date for issuing the solicitation is on or about 16 April 2014. The tentative date for the pre-proposal conference is on-or-about 25 April 2014, 9:00 a.m. local time at the 143d Airlift Wing, Civil Engineering Building 2, at the Rhode Island Air National Guard Base. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. The solicitation closing date will be 30 calendar days after the issue date. Actual dates and times will be identified in the solicitation.
