- The National Marine Fisheries Service (NMFS), Assessment & Monitoring Division, 1315 East-West Highway, Silver Spring, Maryland has a requirement for a vendor to - Provide all labor, supervision, equipment and material to provide a consultant for ST4 to support the National Observer Program and Bycatch reporting requirements in accordance with the Statement of Work and the following: Key tasks include, but are not necessarily limited to, the following: • Assist with reconvening the NBR (National Bycatch Report) steering committee in early 2014; • Assist with updating the NBR database and templates for the NBR's second biennial update, with emphasis on protected species; • Assist with coordination, review, and submission approval of data from the NBR steering committee and regional teams; • Assist in production of updated bycatch estimate tables and text by late 2015 for inclusion in the NBR's second biennial update; • Assist with convening the 2014 face-to-face meeting of the NBR steering committee; • Coordinate the sea turtle assessment RFP and grants; • Coordinate the protected species tool development working group and provide necessary support to funded projects; • Participate in the ongoing development of a protected species module for PR-SIS; • Contribute to the continued development and implementation of PRSIPP; • Attend and participate in meetings of the green turtle Status Review Team (SRT), and participate, as appropriate, in future SRTs; • Assist with administrative and science support related to protected species science tasks assigned by the NMFS and Office of Science and Technology directorate; • Coordinate with the Office of Protected Resources, NMFS science centers, other Office of Science and Technology staff, and external scientists as needed Expertise Key areas of expertise include the following: • Ph.D. in sea turtle science • A working knowledge of Federal environmental laws and implementing regulations, including the MSA (Magnuson-Stevens Act), MMPA (Marine Mammal Protection Act), and ESA (Endangered Species Act) • Experience working with commercial fisheries and/or fisheries observer programs • Experience with bycatch issues, particularly for protected species such as sea turtles, sea birds, and marine mammals • Experience and strong skills for analyzing fishery-related data at a level equivalent to the requirements for producing bycatch estimates • Experience in sea turtle research and conservation activities • Experience working with NOAA labs or offices in sea turtle stranding or research programs Period of Performance: June 1, 2014, or date of award, whichever is later, through March 31, 2015. This acquisition will be issued as an RFQ and awarded as a firm-fixed price order under simplified acquisition procedures. This is 100% Set-Aside for Small Businesses.
