Description
The results of nationwide seat belt surveys over the last 5 years indicate that the average seat belt use rate remains relatively constant at 86 percent. However, it can be noted that while the rate has remained in the mid - high 80 percent range, the national seat belt use rate did increase from 84 percent in 2011 to 86 percent in 2012 as measured by NHTSA's National Occupant Protection Use Survey (NOPUS). NOPUS is a national probability-based survey, which is independent from State belt use surveys. NOPUS provides NHTSA's official measure of nationwide seat belt use in the United States and other related information. Due to a difference in survey methodology, NOPUS provides a different measure of nationwide use than would be obtained by combining the use rates from the States and Territories. There are a number of variables that contribute to the increase and maintenance of seat belt use across the United States, including the passage of primary belt laws and the capability of law enforcement to carry out operations directed at belt use. In addition, States exercise a number of enforcement strategies to help increase and maintain seat belt use. The purpose of this contract is to explore the impact an innovative, sustained seat belt project will have on seat belt use. The primary objective of this contract is to conduct process, outcome and impact evaluation to assess the effectiveness of two (2) new, innovative and sustained seat belt enforcement projects. NHTSA seeks a Contractor to develop an evaluation strategy for measuring the outputs, outcomes, and overall impact of these new strategies. This acquisition is being offered for full and open competition. The NAICS Code for the anticipated contract is 541720. Contractors must be registered in the Systems for Award Management Database located at http://www.sams.gov, and must complete electronic representations and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award. It is the Government's intent to award a Time and Materials type contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. It is the Offeror's responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about May 8, 2014. Period of Performance: Base period of thirty (30) months. Contract Award: The anticipated award date for the resultant contract is expected to be on or about August 2014.
