Description
Bid Schedule Scope of Work for Removal of Obstruction THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-72. Submit written quotation on RFP number W912HP-14-R-0028. The U.S. Army Corps of Engineers, Charleston District has the requirement for the removal and proper disposal of a sunken wooden vessel from Shem Creek, Mt. Pleasant, South Carolina in compliance with all Federal, State, and local laws and regulations. The associated North American Industrial Classification System (NAICS) code for this procurement is 488330, Navigational Services to Shipping, with a Size Standard of $35.5 Million. This requirement is being Solicited as a 100% Small Business Set Aside Requirement. The Government intends to award a Firm-Fixed-Price (FFP). The Contractor must be registered in DOD System for Award Management (SAM) prior to award of this solicitation. The solicitation and any subsequent amendments will only be available in electronic format, downloadable from the internet. No CD-ROMs or hardcopy documents will be distributed. Bidders must be registered in SAM and at the Federal Business Opportunity Homepage (www.fbo.gov) in order to view or download the available documents. It is the responsibility of bidders to monitor the website for notices and amendments Period of Performance Period of Performance: Work shall be completed within 24 calendar days after contract award. Instructions, Conditions, and Notices to Offerors Completed Bid Schedule: CLIN 0001 Removal and Proper Disposal of MV Caroline SEE ATTACHED REFERENCE DOCUMENTS: - Statement of Work - Bid Schedule Evaluation Criteria The Government intends to award a Purchase Order to the responsible offeror whose quote is the Lowest Price Technically Acceptable quote/offeror after an evaluation is conducted in accordance with the technical factors in this solicitation. The technical evaluation criteria set forth below have been developed by the program office and have been tailored to their requirements in this particular solicitation. Vendor must include descriptive literature such as illustrations, drawings, or a clear reference that demonstrates the furnished item clearly meets the government's specifications. In order to be considered for award, the quote must be determined to be technically acceptable. The technical evaluation factors for this procurement are Lowest Price Technically Acceptable (LPTA). Criteria under the LPTA process are judged on a pass-fail basis only. No other rating or qualitative value will be assigned. To be determined technically acceptable, all factors must be acceptable to obtain a pass rating for the technical quote. Any technical quote that does not receive acceptable assessment for all factors will receive a fail rating for the technical quote. Award will be made to the lowest-priced, technically acceptable, responsible offeror, with satisfactory past performance. The contractor will provide a technical overview of their abilities to perform the services herein. The technical proposal must address the technical factors described herein. Your proposal submittal must, at a minimum show: (1) The solicitation number; (2) The time specified in the solicitation for receipt of offers; (3) The name, address, and telephone number of the offeror; (4) All removal work and diving must be carried out in accordance with EM 385-1-1 "Safety and Health Requirements Manual" most recent edition and Occupational Safety and Health Standards, 29 CFR 1910, Subpart T, most recent edition and all applicable USCG Regulations. The Offeror must be capable of submitting a dive plan for approved by the Charleston District Dive Coordinator or provide most recent ACOE certification. Once questions are compiled, they will be answered and posted on www.fedbizopps.gov. The question period will end Monday, 14 April 2014 at 1:00PM Eastern Time.
