Description
Contracting Office Address NASA/John F. Kennedy Space Center, Procurement, Kennedy Space Center, FL 32899 Description NASA/John F. Kennedy Space Center plans to issue a Request for Proposal (RFP) for NNK14507560R Refurbishment Environmental Control System (ECS) Launch Complex (LC) 39B, John F. Kennedy Space Center, Florida. THE CONTRACTOR SHALL PROVIDE THE NECESSARY RESOURCES TO: The primary task of the construction firm will be the refurbishment / replacement of Kennedy Space Centers Pad B Environmental Control System (ECS). A list of tasks associated with the proposed work includes, but is not limited to, the following: 1.Performance specification based refurbishment of existing concrete cooling tower including replacement of all components except a patch/repair only of concrete surfaces. Final tower design will be required to improve capacity within existing tower structure. 2.Replacement of condenser, chilled water / glycol, and condensate pumps and piping and cooling coils. 3.Replacement of large volume multi-stage blowers. 4.Fabrication and installation of high pressure (~ 8psig) air-tight flanged single wall and dual wall ductwork and heater / humidification chambers with various insulation and jacketing. 5.Structural modifications to the existing ECS stub-tower connections on the Pad surface. 6.60Hz power modifications to switchgear and motor control centers. 7.Fabrication of custom heavy duty connectorized type control cabling and installation between instrumentation / control devices and remote IO and/or power distribution cabinets. 8.Replacement of Allen Bradley PLC control components and development of associated software to meet all component / system sequence of operations that will provide expected performance requirements of air and GN2 purges. The NAICS code for this procurement is 236210 with a small business size standard of $33.5M. The effort will include the following tasks and options: Task 1 Refurbish Environmental Control System, LC39B Option 1 Install four (4) Additional Compartment Purge Circuits Option 2 Replace Post-Cooling Coils for three (3) Cooling Chambers Each task and option shall be bid separately. The Performance Period including all tasks and options shall be completed in 412 calendar days after notice to proceed. In accordance with Federal Acquisition Regulation 36.204, Disclosure of the Magnitude of Construction Projects, the estimated price range is as follows: The total estimated cost of this project is in the estimated construction contract price of more than $10,000,000. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements The anticipated release date of the RFP is on or about April 23, 2014 with an anticipated offer closing date of on or about May 23, 2014. The firm date for receipt of bids or proposals shall be stated in the RFP. A site visit will be scheduled on or about May 1, 2014. Prime contractors will be limited on the number of personnel in attendance. Specifications and Drawings will be made available for download through the posted solicitation. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement shall be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
