- This is a SOURCES SOUGHT SYNOPSIS/REQUEST FOR INFORMATION (RFI). This announcement seeks information from industry which will be used for preliminary planning purposes. No quotes are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR QUOTES AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of this synopsis. The type of solicitation to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this RFI is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Women Owned, Economically Disadvantaged Women-Owned Small Business, Service-Disabled Veteran-Owned Small Business(SDVOSB), Small Disadvantaged Business, Veteran Owned, and Historical Black Colleges and Minority Institutions (HBCU/MI) The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone and SDVOSB businesses are highly encouraged to participate. Submit all responses electronically to the listed point of contact (POC), Karen McKevitt (karen.e.mckevitt.civ@mail.mil) and reference W91QV1-14-R-0023 in all correspondence. Responses are due by close of business 30 April 2014. In conjunction with a capability statement, the Government is requesting all interested firms respond to this Sources Sought with the following information: 1.Company Name and Point of Contact, to include address, phone number, email and website; 2.A list of similar contracts (no more than 3) your firm currently holds or has completed within the last three (e) years. The list of relevant contracts should only include the location, contract number, brief description/title of requirement, estimated yearly value and performance period; 3.DUNS number and CAGE Code; 4.Business Size under NAICS 540690 and Socioeconomic Classification 5.If you plan on subcontracting over 50% of this work, please indicate the major subcontractor(s) that will be performing this work. Company name, cage code and the type of work the subcontractor will be performing. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified in the draft Performance Work Statement (PWS). Interested firms are to outline their experiences in the following: a.Explain your company's previous involvement with hierarchical force structure development in the Global Force Management Data Initiative (GFM DI) format and how you've incorporated this into your recruiting strategy? b.Explain how you would recruit individuals with requisite background in Army force structure, force structure development, combat development and Force Management skill sets such as Tables of Organization and Equipment (TOE) development and documentation, institutional Army analysis and manpower assessments. c.Explain your company's background and experience in working with Force Structure data systems such as Structure and Manpower Accounting System (SAMAS), Structure and Composition System (SACS) and Force Management System (FMS). d.Explain your company's background and experience in working with the following Army Force Management processes; I.Total Army Analysis (TAA) II.Command Plan (CPLAN) III.Basis of Issue Plan (BOIP) development IV.Force Design Update (FDU) V.Force Feasibility Review (FFR) VI.Tables of Distribution and Allowance (TDA) development via the concept plan process. See the attached DRAFT PWS for additional details regarding this requirement. Submission of the above listed points can be provided in Word or PDF, or PowerPoint, but may not exceed ten (10) pages in length (Times New Roman/Ariel - Font Size 11/12). Any submission exceeding this length may not be considered. This is an RFI and is NOT a solicitation. Rather this RFI is being conducted as Market Research in accordance with FAR Part 10 to determine all interested and capable sources prior to formalizing the Government's acquisition approach. No physical or quote mark copies will be accepted as a result of this request. No requests for capability debriefings will be honored as a result of this notice.
